About the role

Project Director (PD) position supporting the expanding portfolio within PMC's Gas Development organization. Work is underway on development of various natural gas combined-cycle and simple-cycle facilities, an LNG storage evaluation, and other existing facility modifications. Duke’s Integrated Resource Planning team continues to identify the need for new generation in all jurisdictions, requiring evaluation and preparation of additional sites for development.

The development process covers permitting, regulatory approvals, scope and pricing development, stakeholder engagement/coordination, bidding and selecting major equipment and contractors, and preparing the project for success as it transitions into the commit phase for execution. Depending on various factors, the development project manager may continue with the development team working on future sites or transition with a project into execution.

This position has single-point accountability and leadership oversight, directing senior management and ensuring all project success factors are met, including scope, schedule, cost, quality, environmental, safety, communications, security, and integration. The role is highly involved in funding management and budgeting of the project/program and may have direct reports consisting of Project Managers, Project Controls, construction management, engineering, administrative support staff, and contingent workers.

This position is typically assigned to projects classified as “Brown” per the Project Management Center of Excellence Project Profile Matrix, which range from $100M to $500M with a high level of complexity. These projects involve high scope complexity, team members sourced from multiple organizations, reliance on multiple interdependent vendors, and stakeholders including Senior Management, External Agencies, and the Board of Directors.

The PD serves as the unifying agent providing leadership, management, direction, coordination, and control of the overall project in accordance with established policies, procedures, systems, and requirements of the company. This is a senior leadership/executive-level position with restricted progression based on business need.

Responsibilities

  • Create, staff, and lead the project organization, providing leadership, oversight, management, delegation, and coordination to internal and external organizations (development, engineering, project controls, estimating, construction management, supply chain, legal, risk, EHS, QA/QC, operations, communications, regulatory, security, fuels, transmission, etc.).
  • Manage all matrixed team members daily, staff project teams appropriately, manage performance, and redeploy team members at project closure.
  • Establish and maintain communications among all project/program stakeholders, structure, lead, and/or assist in leading project-related meetings and reports (monthly project reviews, kickoff meetings, weekly/monthly reports) to ensure open communication and proper reporting of project status.
  • Assure the Project Plan and all appropriate reports are developed and managed according to PMCoE Standards; present reports to management/governance teams skillfully.
  • Drive and oversee project planning according to PMCoE Standards and Corporate Policies, including funding justification, scope definition, team integration, monitoring, and controlling behaviors.
  • Assure excellence in project execution, covering objectives, stakeholders, scope, roles and responsibilities, assumptions, constraints, deliverables, WBS, schedule, external communication, regulatory strategy, procurement strategy, contractor/supplier strategy, resource plan, budget, lessons learned, risk plan, quality plan, safety plan, environmental plan, security plan, integration plan, data management plan, communications/reporting plan, change management, and project close-out.
  • Provide coaching, direction, mentoring, and leadership to career path staff/team members; share tools, learnings, and expertise consistent with corporate leadership and PMCoE.
  • Develop and deliver project/business case presentations to Senior Management/project sponsors; demonstrate excellent interpersonal skills to manage and direct teams and interface with management, outside agencies, and the Board of Directors.

Requirements

  • Bachelor's degree.
  • 9+ years of related work experience.
  • In lieu of a Bachelor's degree, High School/GED and 13+ years of related work experience.
  • Strong expertise in project management, decision-making, critical thinking, and problem-solving.

Qualifications

  • Master’s degree in project management or Master's degree in Business Administration (desired).
  • Professional Engineer and/or Configuration Management II Professional (CM2-P) and/or Project Management Professional (PMP) certifications (desired).
  • Projects-related work experience in risk management, leadership, employee management/development, and oversight expertise in project scheduling, cost controls, quality, and risk (preferred).
  • Utility Business Unit Experience and/or focus on new generation (preferred).
  • Construction Management knowledge (preferred).
  • Master’s degree in business (MBA), project management, or equivalent (preferred).
  • PMI (PMP), CMII, AACE, or Utility Technical Certifications (preferred).
  • Contractors License or Professional Engineer License (preferred).
