About the Role

Ferrovial Energy is seeking an experienced Project Delivery Manager to oversee permitting, regulatory compliance, project controls, and project delivery processes for an upcoming solar project. This role reports to the Asset Manager (Spain) and Lead Project Manager (US), is based in Austin, Texas, and requires weekly travel to the project site. The Project Delivery Manager will lead permitting strategy, manage regulatory relationships, support construction oversight, and ensure compliance throughout the project lifecycle.

Responsibilities

  • Overall project coordination and delivery management.
  • Monitoring and tracking project deliverables, commitments, and obligations.
  • Supporting the Project Manager in planning, execution, and delivery of project activities.
  • Driving project execution and monitoring progress to ensure timely achievement of milestones.
  • Tracking construction milestones and supervision activities carried out by the Owner’s Engineer.
  • Managing documentation related to construction activities (engineering, QA/QC, inspections).
  • Tracking project contractual obligations and ensuring compliance.
  • Monitoring permitting milestones, budgets, and document quality.
  • Supporting the Project Manager on environmental and permitting status.
  • Managing relationships with local, state, and federal regulatory bodies.
  • Coordinating with environmental teams, external consultants, and legal counsel for compliance.
  • Interacting with stakeholders to facilitate regulatory interconnection (e.g., County Office, ERCOT, PUCT, NERC).
  • Responding to internal and external environmental and permitting-related inquiries.
  • Leading the development and implementation of permitting strategies.
  • Preparing and submitting permit applications, monitoring progress, and addressing compliance issues.
  • Navigating dynamic regulatory environments to minimize permitting risk and liability.

Requirements

  • Bachelor’s degree in Engineering or related field; Project Management certification or graduate degree highly valued.
  • 5+ years of experience in permitting and regulatory compliance for renewable energy assets.
  • Strong understanding of regulatory frameworks for renewable energy development.
  • Demonstrated experience developing projects through complex permitting environments.
  • Experience interacting with government agencies at local, state, and federal levels.
  • Experience monitoring compliance and maintaining documentation through the project lifecycle.
  • Ability to work collaboratively in cross-functional and culturally diverse teams.
