About the role

PSI is seeking an experienced Q-Cleared Project Controls Specialist/Engineer to lead complex DOE programs and task orders. This is a high-impact role for a highly skilled professional with deep expertise in cost and schedule management and Earned Value Management Systems (EVMS).

Key Responsibilities

  • Lead and execute integrated project controls functions including cost management, scheduling, risk analysis, and performance reporting
  • Establish and manage cost baselines and budgets with precision and accountability
  • Develop and conduct comprehensive EVMS analysis including Cost Variance (CV), Schedule Variance (SV), Cost Performance Index (CPI), Schedule Performance Index (SPI), and Estimate at Completion (EAC)
  • Prepare and deliver monthly project performance reports, corrective action plans, and executive-level briefings
  • Conduct schedule risk assessments and critical path method (CPM) analysis, identifying key drivers, float trends, and potential impacts using advanced schedule health metrics (DCMA 14-point assessment)
  • Collaborate with project managers, engineering, procurement, and finance teams to ensure accurate integration of scope, schedule, and cost data
  • Provide mentorship and guidance to junior project controls staff, promoting best practices and professional development
  • Develop and maintain integrated master schedules (IMS) with full traceability to the Work Breakdown Structure (WBS) and Control Accounts

Required Qualifications

  • Bachelor's degree in computer science, Data Science, Business Analytics, Information Technology, Project Management, or related technical field with 10+ years of progressively responsible project controls experience (or equivalent 15+ years of experience without degree)
  • Active DOE Q clearance (or inactive clearance eligible for rapid reactivation within two years of most recent background investigation)
  • 10+ years of direct project controls experience with ownership of both cost and schedule functions in EVMS-compliant environments
  • Demonstrated experience supporting DOE or federal programs exceeding $50M
  • Advanced proficiency in Primavera P6, including resource-loaded scheduling and critical path analysis
  • Minimum 3+ years of active hands-on experience with Deltek Cobra for EVMS cost processing, variance analysis, and EAC development
  • Direct experience (3+ years) supporting ANSI/EIA-748-compliance EVMS systems with proven expertise producing CPR reports (formats 1-5), monthly variance analysis reports (VARs), and Estimate at Completion using multiple methodologies
  • Direct experience supporting Control Account Managers (CAMs)
  • Strong working knowledge of actuals reconciliation with accounting systems and labor, material, and subcontract cost tracking
  • Demonstrated experience integrating P6 schedules with Cobra cost data

Required Skills

  • Extensive knowledge of DOE programs, projects, and organizational structures
  • Experience with additional project controls tools and methodologies
  • Background in nuclear engineering or related technical disciplines
  • Professional certifications in project management (PMP, EVMS, or similar)

Security Clearance

Required: Active DOE Q clearance. Candidates with an inactive Q clearance will be considered if their most recent background investigation was completed within the past two years or if they are immediately eligible for Q reactivation without full reinvestigation.
