About the role

Fermilab is seeking a Project Controls Specialist III to support the use and maintenance of project controls systems, including cost and schedule control, and reporting systems, to assist the line and project managers in tracking progress toward project objectives.

Responsibilities

  • Supporting the line managers, project managers, and project teams in developing, implementing, and maintaining project control systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements); and the Project Work Breakdown Structure (WBS).
  • Participating in developing and maintaining fully integrated resource-loaded schedules using standard project management scheduling and EV methodology, providing efficient, effective, and responsive project controls, standards, and procedures to ensure assigned projects comply with DOE, Lab, and project controls requirements.
  • Participating in project start-up on complex projects with substantial scope. Helps project team prepare proposals for projects with mid-range levels of risk, and develops detailed project control plans, statements of work, and other types of planning documents.
  • Creating and implementing FRA Earned Value Management Systems (EVMS) and maintaining EV data with cost processor software.
  • Performing project earned value data analysis with the Control Account Managers (CAM) and trend projections, developing metrics to analyze project performance, and generating monthly performance measurement reports for the management team.
  • Analyzing and evaluating existing systems through recommending, designing, developing, and implementing changes and new systems, striving to make project control systems more efficient, effective, and responsive.
  • Interacting and collaborating with others in providing a development plan and annual performance goals relating to Lab objectives, translating needs to value-added products/services.
  • Conducting risk analyses and assessments; identifying high-risk issues impacting project success; recommending solutions.
  • Interfacing with the project’s technical staff, financial staff, project managers, and functional managers on all cost control and scheduling aspects, providing a development plan and annual performance goals relating to Lab objectives.
  • Working with the project’s technical staff, project management, and the functional managers: Developing resource needs (Labor and M&S) and the project’s Basis of Estimate (BOE); incorporating changes to the schedule and/or baseline; processes Estimate to Complete (ETC) updates to generate the project’s Estimate at Completion (EAC); Managing and maintaining the project’s Change Control process.
  • Performing Baseline Changes and Variance analysis and implements corrective actions.
  • Developing project cost estimates, monthly status, and performance reporting.
  • Developing presentations on the project schedules, resources, and performance and presenting them to external and internal project review teams.
  • Training and directing junior staff in the above tasks, including the correct application and implementation of Earned Value Management (EVM) requirements as defined by DOE Order 413.3A, as required.
  • Directing other staff members within the project controls function, as required.
  • Abiding by and being responsible for performing all duties following all environmental, health, and safety regulations and practices pertinent to this position.
  • Performing other duties as assigned.

Qualifications

  • Bachelor’s degree plus 9+ years of experience in Project Management in a relevant discipline on projects with a minimum value of $10M or additional years of work-relevant experience as shown below.
  • Associate in Science (AS) or Associate of Applied Science (AAS) degree with 13+ years of project controls/project management experience on projects with a minimum value of $10M
  • High School or GED graduate with no degree and 15+ years of Project Controls/Project Management experience on projects with a minimum value of $10M

Skills and Attributes for Success

  • Demonstrated expertise with MS Office and Excel including Pivot and Lookup tables.
  • Must be a self-starter and a team player, with demonstrated ability to mentor/train less experienced staff.
  • Proficiency with project scheduling tools, such as Primavera P6 and Microsoft Project.
  • Experience with EVMS cost processing tools is preferred.
  • Strong written and verbal communication skills, as well as strong presentation skills, are required.
  • Ability to work independently.

Work Arrangement

This is an onsite role, and the candidate must be able to work from our Batavia office.
