Project Controls Specialist

About the role

SMSI is hiring multiple mid to senior level Project Controls Specialists to provide onsite support to multiple weapons development programs at the Lawrence Livermore National Laboratory (LLNL) in California. The candidate can be based in either Livermore, CA or Las Vegas, NV. If based in Las Vegas, NV, the candidate will need to train onsite in Livermore, CA for a few months before transitioning to working fulltime in Las Vegas.

Responsibilities

• Support the Project Controls/Earned Value Management System.
• Perform cost estimating, analysis and control activities.
• Supervise/provide technical direction for cost engineering and/or planning/scheduling activities as delegated.
• Identify trends for management attention.
• Provide/supervise schedule development, maintenance, and monitoring activities.
• Provide/supervise cost engineering analysis and control activities.
• Prepare and review or supervise the preparation and presentation of cost engineering and planning activities.
• Support project organizational and administrative activities.
• Responsible for cost engineering, cost analysis/control, and planning and scheduling activities for projects with significant non-routine requirements or for discipline/projects/proposal cost and planning activities requiring a high degree of technical skilled experience.
• Demonstrate skill in identifying, analyzing, and providing innovative solutions to cost engineering and schedule guidance for projects.
• Ensure work is completed as scheduled and identify cost trends for management attention.
• Apply broad expertise or unique knowledge to contribute to development of objectives and principles and achieve goals in creative and effective ways.
• Develop advanced concepts, techniques, and standards based on professional principles and theories.
• Work on unusually significant, unique, or complex issues; provide solutions that are highly creative and where analysis of situations or data requires an evaluation of intangibles.
• Impact the success of future concepts, products, or technologies.
• Work under consultative direction toward predetermined long-range targets, often self-initiated and virtually self-supervisory.
• Use independent judgment for determining course of action to accomplish objectives, with wide latitude in methods, techniques, and evaluation criteria.
• Perform, monitor, and review planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
• Demonstrate knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
• Exhibit skilled oral and written communication.
• Show proficiency in using personal computer operating systems and multiple discipline-specific software applications.
• Understand financial report systems, controller account codes, and controller instructions impacting project controls (including project financial status reports and earned revenue determination data).
• Demonstrate an intermediate level of understanding of project controls general technical skills.

Requirements

• U.S. Citizenship.
• Active Q clearance.
• Ability to work onsite in Livermore, CA (travel reimbursement/per diem may be available but not guaranteed) or onsite in Las Vegas, NV. If based in Las Vegas, NV, the candidate will need to train onsite in Livermore, CA for a few months before transitioning to fulltime work in Las Vegas.
• Minimum of eight years of related experience, or an equivalent combination of education and experience.
• Experience in P6 Primavera, Deltek Cobra, and/or risk management software applications (e.g., Acumen Risk, Crystal Ball, etc.).
• Experience in Earned Value Management (EVM).

Qualifications

• Bachelor’s degree and 6 years of experience, or
• Associate’s degree and 8 years of experience, or
• 10 years of experience in lieu of degree.
• At this level, post-graduate coursework may be expected.

Pay

$150,000 to $175,000 per year
