About the role

The Project Controls & Schedule Specialist focuses on managing project schedules and costs using Earned Value Management (EVM) to ensure large capital projects stay on track and within budget. In this role, you will provide technical expertise to minimize risk and track project performance, analyze variances, and forecast outcomes.

Responsibilities

  • Establish and maintain the Cost Breakdown Structure (CBS) and its alignment with the Work Breakdown Structure (WBS).
  • Develop, manage, and maintain the Program Capital Budget and Estimate at Completion (EAC) across all program elements.
  • Aid in the development and use of web-based project and cost management tools to provide “real-time” cost, forecast, and performance information to the project and program teams.
  • Manage program cash flow and prepare cash flow forecasts in accordance with program and funding requirements.
  • Maintain program cash flow and prepare cash flow forecasts in accordance with program and funding requirements.
  • Monitor actual, committed, and forecasted costs against approved budgets and projected spending down to identify potential cost impacts at an early stage.
  • Analyze cost trends and variances and recommend mitigation strategies to the Program Office.
  • Collate, review, and authorize measures of work performed for submission to the finance team for invoicing and payment certification.
  • Prepare and compile a comprehensive Monthly Progress Report, incorporating input from multiple departments, including: Schedule performance, Monthly schedule status at multiple levels (summary and detailed), Planned vs. actual progress, Forecasted activities and schedule variances, Cost performance, Budgeted, actual, committed, and forecasted costs, Cost variances by program element and control account, Key Performance Indicators (KPIs), Action items and critical issues, Pending and potential scope changes.
  • Use and maintain the program document control system to log, track, store, and retrieve cost and financial documents in a timely and organized manner.

Requirements

  • 8+ years of experience in project controls, scheduling, and cost management.
  • Demonstrated experience with Earned Value Management on large capital projects.
  • Expert proficiency in Primavera P6 required.
  • Strong knowledge of cost control, forecasting, and scheduling methodologies (SV, CV, SPI, CPI).
  • Expertise in logic validation, including auditing for "front-loading," logic gaps, and artificial float usage in third-party schedule submissions.
  • Advanced Microsoft Excel skills and the ability to present technical data to diverse audiences.

Qualifications

  • Bachelor's Degree in Construction Management, Engineering, Finance, or related field.

Skills

  • Experience supporting projects valued at $25 million or greater in aviation, transportation, or public works programs.
  • Expertise with audit tools (e.g., Acumen Fuse) to verify schedule logic integrity.
  • Familiarity with PMWeb, e-Builder, or similar project management systems.
  • Professional certifications such as PMI-SP, PSP, or EVP.
  • Experience with Forensic Delay Analysis or claims mitigation.
  • Familiarity with regional construction impacts, including local permitting and seasonal weather planning.

Pay

$150,000.00 to $170,000.00 annually
