Job Summary
Develop, use and improve existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement for a large, complex capital construction portfolio including the Susquehanna Bridge project. May act as a Scheduler and develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with assigned Senior Level Practitioner, PMO Leader and other team members. Work under indirect supervision of a senior level Controls Practitioner or PMO Director and may lead a project or program level controls team consisting of direct and matrixed subordinate controls practitioners.
Essential Functions
- Work with Project/Program Leadership and Controls teams to develop integrated master schedule, master risk register and project budget baseline using standard tools.
- Collect ongoing performance data such as installed quantities, expended labor and other progress measurement data.
- Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor.
- Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and budget performance reporting.
- Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program and/or portfolio.
- Drive evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 7 years of relevant work experience.
- Proficient in SharePoint, MSPS, Power BI/Access and Primavera
- Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting)
- Comeptent to organize and present project portfolio reports, proposals, and other related portfolio information
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 9 years of relevant work experience.

Pay and Benefits
- The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
