About the role

The Project Controls Manager manages, integrates, coordinates, and reviews the work of the Project Controls group to develop, implement, reconcile, and maintain valuable program control databases and reports. This role oversees budget, schedule, document and change management, cost and schedule risk analysis, cashflow analysis, and developing historical cost data for benchmarking. The position also monitors and coordinates execution of services related to client-contracted agreements for project controls and consulting. Travel up to 20% of the time may be required.

Responsibilities

  • Coordinate and provide leadership to the Project Management Team to establish and maintain project control tools.
  • Gather and track quality data for budgets, contracts, change orders, trends, and actual costs.
  • Oversee development, implementation, and maintenance of the management reporting database for program controls reports.
  • Develop regular and timely reporting on project progress, advising of conditions affecting timelines or costs.
  • Maintain project reports as dictated by contractual obligations, reviewing and recommending changes as needed.
  • Provide input in establishing a master program schedule to ensure completion within agreed time and cost constraints.
  • Develop and maintain program controls procedures consistent with HPM and client needs.
  • Provide program data and reports to stakeholders, including bond oversight committees and district leadership.
  • Stay current with eligible program funding sources and provide cash flow projections and forecasts.
  • Support hands-on project controls work on complex projects, including in-process and kick-off phases.
  • Develop and produce weekly, monthly, and special reports for clients and PM staff to monitor progress.
  • Support claims and variance analysis reporting using MS Project, Access, Primavera, and Excel.
  • Provide technical analysis of contract timelines, site inspections, and other available information for client reports.
  • Present findings to the PM team and clients with clear, concise, and logical articulation.
  • Provide monthly contract project status reports (cost, schedule, risk, and manpower).
  • Manage the project change control process, updating schedule baselines and budgets to reflect approved changes.
  • Communicate financial status and schedule details from multiple construction sites to project managers.
  • Ensure program schedules are reviewed for contract progress, warning signs, critical path, and alignment between cost and schedule.
  • Ensure timely execution of the project close-out process, including contract closure and schedule/cost reconciliation.
  • Update the program schedule while maintaining logic to the master control schedule.
  • Maintain historical cost databases through input of budgets, commitments, work in place, invoices, and forecasts.
  • Conduct accrual analyses and coordinate with payment processing teams to track vendor payment status.
  • Review invoices against contractually agreed terms and conditions.
  • Support project teams in planning and execution, defining project controls staffing requirements, and providing specialized training.
  • Formalize a project controls function for large design projects, assessing capabilities and deploying uniform procedures.
  • Support a collective project controls resource management approach, including staff assignment and development.
  • Lead or support scope change control, change management, claims management, and commercial management of complex projects.
  • Work with project managers and business unit leaders to articulate the role of project controls and identify improvement opportunities.
  • Assist in standardizing processes and tools, deploying HPM solutions, and sharing knowledge across the project controls community.
  • Support development of project controls best practices within HPM.

Requirements

  • Bachelor’s degree in Engineering, Architecture, Construction Management, Business, Building Science, Accounting, Finance, or related field (preferred).
  • 10-15 years of extensive project management experience in large, complex facility construction and on-site management of new construction and renovations.
  • Strong leadership, communication, and problem-solving skills.
  • Advanced knowledge of budgeting, accounting, procurement, and contract management principles for construction projects.
  • Strong analytical skills for estimate analysis, bid evaluations, budget monitoring, cashflow analysis, risk analysis, and benchmarking.
  • Proficiency in MS Office and scheduling software such as Suretrak, MS Project, Primavera P6, PlanGrid, Revit, VICO, or equivalent.
  • Valid Driver’s License.

Preferred Qualifications

  • Experience working in a consultancy or owner organization.
  • Ability to develop and maintain positive, cooperative, team-oriented relationships with coworkers, supervisors, managers, clients, and others.
  • Ability to efficiently handle multiple and shifting priorities.
  • Strong customer service orientation with the ability to assess and meet customer needs.

Physical Demands and Working Environment

The role is performed primarily in a standard office environment with extensive public contact and frequent interruptions. Physical requirements include:

  • Ability to stand or sit for prolonged periods.
  • Occasional stooping, bending, kneeling, crouching, reaching, and twisting.
  • Lifting, carrying, pushing, or pulling light to moderate amounts of weight (up to 50 lbs).
  • Operating office equipment requiring repetitive hand movement and fine coordination, including computer keyboards.
  • Travel to other locations using various modes of private and commercial transportation.
  • Verbal communication to exchange information.
  • Normal visual and audio range with or without correction.
