Job Summary/Purpose

The Project Controls Cost Analyst supports multi-million dollar ($500M and above) mega projects for New Generation Capital Projects from Development through Execution. This position supports project teams as a crucial partner in areas of project budget maintenance, maintaining change management, milestone payments KPI's, progress measurement and forecast analysis on a monthly reporting cadence. This position works with internal and external stakeholders within a highly matrix environment to provide analytical expertise to support project and portfolio management.

Job Duties/Responsibilities

  • Support projects through multiple stage gates from Development through Delivery.
    • Includes establishing and maintaining cost baselines, cash and accrual forecasting models, accrual vs. spend analysis, maintaining cost breakdown structures and ensuring alignment with EPC contractual requirements.
    • Knowledge of lump sum contracts.
    • Experience in reviewing EPC contractor costs including invoices, tax application/ tariffs, potential change notices (PCN’s) and change orders (CO’ s).
  • Maintains, monitors and publishes monthly KPI’s related to EVM CPI metrics, baseline variance analysis, ETC, EAC, remaining contingency analysis, and Quantitative Risk Assessment (QRA).
  • Reports findings and provides comments to the project team.
  • Identifies cost risks and opportunities through the project life cycle, and manages these risks with the project team.
  • Provides clear insight into contingency allocation and trends to provide cost impact assessments for technical and execution decisions.
  • Tracks and trends contractors and owners actual costs and forecasts versus budget, identifies variances and trends and recommends mitigation actions.
  • Utilizes COGNOS, POWER BI, MAXIMO, and Power Plan to perform monthly forensic cost analyses, interpret the output and develop presentations from the data set (where applicable).

Requirements

  • B.S. in Finance, Accounting, Project Management, Construction Management or applicable course of study or equivalent work experience.
  • Minimum Experience Required:
    • Analyst II: 2+ years mega-project or utility project experience
    • Analyst III: 4-6 years of mega-project experience or 3+ years utility project experience.
    • Analyst, Sr.: At least 6 years of mega-project or utility project experience
  • Required Minimum knowledge, skills and abilities required for the position:
    • Capital Project development and execution cost analysis experience with an owner or contractor.
    • Understanding of commercial agreements and contracting strategies.
    • Analytical skill set with advanced knowledge of Microsoft Office: Word, Excel, PowerPoint.
    • Proficiency in ERP (Cognos, JDE, SAP etc), Power BI, MAXIMO, Power Plan, cost/forecasting tools (Ecosys, Oracle, Cura, etc).
    • Understanding of cost, schedule and risk alignment.
