Project Controls Analyst (PCA)

Idaho National Laboratory is seeking a Project Controls Analyst (PCA) to join the MFC Projects team. This role supports the future of nuclear energy and national security by aligning project strategies with the laboratory's legacy of innovation. You will assist project managers, schedulers, and engineers in day-to-day project controls activities while building toward independent ownership of scope, schedule, and cost tracking tasks.

This position is based at the Materials and Fuels Complex (MFC), which hosts the core of U.S. nuclear research and development capabilities. MFC features facilities designed for remote work on highly irradiated fuels and materials, enabling the design, fabrication, testing, and analysis of new fuel ideas. The site collaborates with universities, industry partners, other national laboratories, international research organizations, and federal agencies.

Responsibilities

• Assist project managers, Project Schedulers, and Project Engineers in defining project scope/requirements, adhering to capital asset compliance principles, developing work breakdown structures (WBS), identifying and mitigating risks, submitting cost estimates and funding determinations, and supporting the implementation of scope, schedule, and budget baselines.
• Update project status, monitor variances, trend performance, and support contract management and corrective actions as necessary.
• Collect, organize, analyze, trend, forecast, and report on project data and costs from various sources (e.g., P6, SplashBI, COBRA) and partners (e.g., engineering, procurement, construction, business management).
• Support the PMO Management System Lead (MSL) with internal surveillances to ensure EVMS requirements are met.
• Assist with the maintenance of analysis, trending, forecasting, and reporting processes, as well as storyboards that flowchart project controls and cost engineering work processes.
• Support ongoing updates to EVMS metrics.
• Assist in maintaining, reviewing, and revising baseline schedules and budgets consistent with established change control procedures.
• Contribute to the completion of milestones associated with specific work assignments.
• Assist with the development and maintenance of Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS), and the Field Execution Schedule (FES).
• Assist with schedules of values, contracting strategies, subcontractor relationships, change orders, and related matters.
• Ensure INL Managers are aware of changes to work that may impact desired outcomes.

Requirements

• Level 3: Bachelor’s in Business Administration, Project Management, Construction Management, or a related degree and 5 years of experience. Alternately, a Master's and 2 years of experience, or a PhD and 2 years of experience.
• Level 4: Bachelor's in Business Administration, Project Management, Construction Management, or a related degree and 9 years of experience. Alternately, a Master's and 6 years of experience, or a PhD and 4 years of experience.
• At least 2+ years of hands-on experience with Oracle P6 (schedule updates, status tracking, basic reporting).
• Familiarity with project control concepts (WBS, baseline schedules, cost/schedule tracking).
• Ability to obtain and maintain a Department of Energy "L" clearance, which requires U.S. citizenship.

Skills

• Exposure to earned value management (EVM) concepts, even if not yet applied independently.
• Experience in a construction, engineering, EPC, national lab, or DOE contractor environment.
• Strong organizational skills and attention to detail, with eagerness to grow into advanced project controls responsibilities.
• Familiarity with Deltek Cobra.

Pay

The pay range for this position is:

• Level 3: $79,344 - $162,732
• Level 4: $95,256 - $195,288

Compensation decisions are based on education, relevant experience, and other credentials.

This is a multi-level posting; placement depends on depth and breadth of proven experience and skills.

Schedule

The MFC Projects team works a 4x10 schedule with every Friday off.
