Project Controller
Kansas Department of Health and Environment (KDHE) is led by Secretary Janet Stanek, appointed by Gov. Kelly in December 2021. KDHE comprises three divisions: Public Health, Environment, and Health Care Finance (including the State’s Medicaid program, KanCare). About the Role
The position develops, plans, and coordinates system activities to maintain, troubleshoot, and update the VSIIS. Responsibilities include analyzing system/program logic, functionality, and performance; providing feedback to vendors and agency/state IT staff; performing software installations; overseeing system maintenance; and managing system updates/builds. The role also involves developing specifications, conducting tests for upgrades/fixes, maintaining databases, creating reports, assessing data file layouts, and analyzing system failures. Additional duties include assisting with HL7 (FIHR) standards modernization, developing strategies for projects and enhancements, and documenting system maintenance instructions. The position may also assist with RFP documentation.
Responsibilities
- Supervise the duties of the Administrative Specialist, including work assignments, monitoring progress, setting performance expectations, and completing performance reviews.
- Train staff on the effective application of statutes, regulations, and computer systems.
- Counsel employees as necessary and take appropriate disciplinary action when needed.
- Serve as backup for Section Chiefs and attend meetings in their absence.
- Assist with security training for new and current office staff.
- Analyze and report on system failures/problems, and resolve issues when possible.
- Develop and install complex administrative procedures.
- Plan, assign, and supervise the work of others.
Requirements
- Two years of experience in planning, organizing, and directing the work of a department, program, or agency.
- Valid Driver’s License (required for operating state, private, or rental vehicles for state business).

Minimum Qualifications
- High School diploma or GED.
Preferred Qualifications
- Proficiency in Microsoft Word, Excel, PowerPoint, and Access.
- Strong proofreading, editing, and attention to detail.
- Knowledge of information technology functions and software.
- Ability to analyze and interpret written material.
- Strong oral and written communication skills.
- Ability to read and comprehend technical narrative material.
- Ability to develop and install complex administrative procedures.
- Ability to plan, assign, and supervise the work of others.
Post-Offer, Pre-Employment Requirements
- Fingerprinting and submission to a state and national criminal history record check (required for employment in the Office of Vital Statistics under K.S.A 65-2402(b)).
- Valid Kansas Tax Clearance Certificate (required for all state employees; can be obtained through the Kansas Department of Revenue).

Pay
Hourly Pay Range: $25.68. Salary may vary depending on education, experience, or qualifications.
Schedule
Monday-Friday, 8:00 AM - 5:00 PM (flexible schedules available). Full-time, regular position.
