Project Control (Finance) Engineer Level III

About the role

This is an onsite position and must live within commuting distance to the worksite location. We are currently recruiting for a position that will directly support assigned DOE-SR Mission Program management team in general technical/project accounting, project analysis and program analysis to ensure compliance budget controls, interpret contractor performance, financial risk and current cost control database, and document reviews and applied controls.

Responsibilities

• Manage DOE Environment Management Project Management database for assigned DOE-SR Mission Program.
• Analyze and update cost and resource loaded program/project schedules to determine work scope execution progress and completion of deliverables within budget forecast.
• Manage Mission Program execution management system to analyze, identify issues and recommend suitable resolutions, and identify improvements.
• Reconcile and coordinate project cost data to identify scope trends and estimate costs by using contract terms in Mission Program status reports.
• Analyze contractor performance and financial risk to maintain current cost control database.
• Support administrative and organizational activities to perform cost analysis and estimation to ensure accuracy and completeness.
• Cookordinate/communicate with DOE-SR project managers regarding project status changes that affect program/project forecasts.
• Develop and present work scope execution plans, schedule, and budget forecast presentation supporting Mission Program execution strategy.
• Prepare weekly/monthly accomplishments reports to the Program Manager to support internal accomplishments reports preparation.

Requirements

• Bachelor’s degree in engineering/engineering technology, business administration with emphasis in project management.
• Advanced degrees, MS are desirable.
• At least 10 years of DOE Environmental Management Operations work experience, highly preferred.
• Working knowledge and understanding of DOE 413.3B is required.
• Working knowledge and understanding of Earned Value Management methodology and principles is required.

Qualifications

• Proof of U.S. citizenship.
• Ability to obtain security clearance enabling access to various government facilities.

Skills

• Project Management Professional Certification, preferred.
• AACE International Cost and/or Risk Professional Certification, preferred.
