CONTINGENT UPON CONTRACT AWARD - This is an onsite position and must live within commuting distance to the worksite location: We are currently recruiting for a position that will directly support assigned DOE-SR Mission Program management team in general technical/project accounting, project analysis and program analysis to ensure compliance budget controls, interpret contractor performance, financial risk and current cost control database, and document reviews and applied controls. Support functions include, but limited to, cost engineering functions involving budget preparation, cost control, forecasting and cost reporting, and developing and updating cost and resource loaded project/program schedules. Provide routine and specialized projects and financial/ budget forecast reports to various departments. Advises the DOE-SR Mission Program management team and SKLS Program Manager on numerous matters, including program/project performance and budget forecast issues. Job duties this role will perform include but are not limited to: Manage DOE Environment Management Project Management database for assigned DOE-SR Mission Program. Analyze and update cost and resource loaded program/project schedules to determine work scope execution progress and completion of deliverables within budget forecast. Manage Mission Program execution management system to analyze, identify issues and recommend suitably/resolution, and identify improvements. Reconcile and coordinate project cost data to identify scope trends and estimate costs by using contract terms in Mission Program status reports. Analyze contractor performance and financial risk to maintain current cost control database. Demonstrates knowledge of and able to apply DOE 413.3B goal and objectives. Demonstrates knowledge of and able to apply Earned Value Management methodology principles and objectives. Support administrative and organizational activities to perform cost analysis and estimation to ensure accuracy and completeness. Coordinate/communicate with DOE-SR project managers regarding project status changes that affect program/project forecasts. Develop and present work scope execution plans, schedule, and budget forecast presentation supporting Mission Program execution strategy. Prepare weekly/monthly accomplishments reports to the Program Manager to support internal accomplishments reports preparation. Education Bachelor’s degree in engineering/engineering technology, business administration with emphasis in project management. Advanced degrees, MS are desirable. Experience DOE Environmental Management Operations work experience of at least 10 years, highly preferred. Working knowledge and understanding of DOE 413.3B is required. Ability to read and interpret documents such as MIL-Spec’s, schematics, technical data packages and drawings is preferred Working knowledge and understanding of Earned Value Management methodology and principles is required. License, Cert or Registration Proof of U.S. citizenship. Ability to obtain security clearance enabling access to various government facilities. Project Management Professional Certification, preferred. AACE International Cost and/or Risk Professional Certification, preferred. SKT, Inc. is an EEO/Veteran/Disabled employer.
