About the role
The Project Advisor position within Halff’s Public Works & Local Infrastructure practice in Fort Worth, TX, offers a unique opportunity to provide strategic leadership and technical expertise. This role is for a Project Manager interested in managing design and construction for a wide range of public and private infrastructure projects.
Responsibilities
- Provide technical and strategic guidance to project stakeholders and leadership across Public Works & Local Infrastructure projects.
- Lead planning, design, and evaluation of civil engineering systems, including roadways, drainage systems, water and wastewater pipelines, civil site work and associated civil improvements in land development as well as public parks and trails facilities.
- Establish design criteria and specifications by analyzing flow rates, loading conditions, material stresses, and regulatory requirements.
- Review and interpret drawings, surveys, maps, reports, aerial photography, and geotechnical data to support project planning and execution.
- Communicate complex engineering concepts clearly to clients, public officials, and multidisciplinary teams.
- Develop cost estimates for materials, equipment, and labor.
- Collaborate closely with architects, surveyors, contractors, and internal teams to ensure successful project delivery.
- Monitor project progress to ensure compliance with design standards, safety requirements, and regulatory criteria.
- Perform site visits, inspections, and evaluations throughout design and construction phases.
- Support business development efforts and mentor technical staff as needed.
- Perform other related duties as assigned.
Requirements
- Bachelor's or master’s degree in civil engineering or ABET accredited equivalent engineering degree.
- Professional Engineer (PE) license in the State of Texas.
- Minimum 12 years of experience in utility and public works design.
- Strong knowledge of civil engineering principles, practices, and tools specific to Public Works & Local Infrastructure.
- Working knowledge of local, state, and regulatory codes and standards.
- Proven project management and leadership experience.
- Strong ability to train and mentor staff.
- Excellent written and verbal communication skills with technical and non-technical audiences.
- Experience in project scope development, professional services fee development and staffing projections.
- Experience in producing winning project proposals as lead professional/project manager.
- Must be proficient in project management, administration and supervision.
- Highly detail-oriented with strong problem-solving and decision-making skills.
- Ability to work in a team environment with multiple offices and various disciplines.
- Positive attitude, self-directed.
- AutoCAD Civil 3D experience preferred.
- Ability to manage multiple priorities while maintaining quality and integrity.
- Willingness to travel to project and construction sites as needed.
- Ability to perform site visits and occasional lifting (up to 20 lbs).
Qualifications
- Must have a valid driver’s license and reliable transportation.
- Must be able to pass a drug screen and background check.

- Knowledge of GIS software.
