Programmer Analyst
About the role
This employee provides application development and integration services to the Department of Technology, Management and Budget, supporting the Michigan Department of Civil Rights (MDCR), Michigan Civil Service Commission (MCSC), and Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP). They will be responsible for the design, maintenance, development, and enhancement of agency applications within the framework of the System Engineering Methodology (SEM).
As a Programmer Analyst, this role involves both performing and leading team tasks, including gathering requirements, planning, analyzing, designing, testing, implementation, documentation, and maintenance of Dynamics 365 and Power Platform implementations. The position also provides advanced technical support for Dynamics 365 platforms.
Responsibilities
- Design, develop, test, and deploy application releases, updates, and modifications.
- Gather and analyze requirements from customers.
- Plan, design, and document technical architecture solutions spanning multiple platforms, including integration and authentication across systems.
- Define, communicate, and manage technical change management (e.g., release) processes for Dynamics 365-related efforts using CI/CD and Release Management.
- Identify technical risks and issues and propose solutions.
- Prepare detailed written instructions, documentation, and reports.
- Resolve complex problems in a timely manner and seek optimal solutions.
- Communicate technical terminology effectively to diverse audiences.
- Troubleshoot application issues under pressure.
- Provide technical customer service and application support.
Requirements
- 5+ years of working experience with Dynamics 365 and Power Platform implementations.
- 3+ years of architect experience.
- 5+ years of hands-on experience with Power Platform solutions, including Power Automate, Power Pages, Power Apps, and Power Portal.
- 5+ years of experience with Microsoft Azure platform and Azure DevOps.
- 3+ years of data architecture experience.
- 5+ years of infrastructure/network and application support experience.
- Experience with Azure Communications and APIs.
- Strong documentation and presentation skills.
- Ability to work in high-stress environments and manage complex assignments.
- 5+ years of technical customer service and application support experience.

- Microsoft Certified: Power Platform Developer Associate
- Microsoft Certified: Dynamics 365 Customer Service Functional Consultant Associate
- Microsoft Certified: Azure Administrator Associate (AZ-104)
- ITIL Foundation Certification
