Scope of Work

  • Design and develop programme strategies in the area of Gender Statistics
  • Design and formulate programme/project proposals, partner agreements, MoUs among others
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to Gender Statistics
  • Ensure alignment with international statistical standards and the Fundamental Principles of Official Statistics
  • Integrate gender statistics and sex, age and disability-disaggregated data into humanitarian and development frameworks

Technical Advice and Capacity Development

  • Provide technical assistance and capacity development to partners (including government partners and humanitarian actors)
  • Lead resource mobilization, knowledge management and communication efforts

Project Implementation

  • Manage the implementation and management of the Women Count Project
  • Manage the technical implementation of the project; ensure synergies with other teams
  • Manage the submission of implementing partner financial and narrative reports
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed
  • Develop procurement plans and oversee procurement processes in accordance with corporate rules and regulations
  • Coordinate statistical and project activities with the Palestinian Central Bureau of Statistics (PCBS) and other members of national statistical system, humanitarian actors and relevant stakeholders

Monitoring and Reporting

  • Manage the monitoring and reporting of the Women Count Project
  • Provide guidance to the project team and partners on Results Based Management tools and performance indicators
  • Oversee field missions and review reports on monitoring missions
  • Lead regular collection and quality reporting of data and information about the impact of the project, timely prepare and submit high-quality quarterly updates and contribute to the Women Count donor annual report and other UN Women reports as needed
  • Maintain indicators related to SDGs, gender equality commitments and programme results frameworks
  • Support evidence generation, gender data analysis and reporting to inform humanitarian response, recovery efforts and evidence-based programming

Partnerships and Resource Mobilization

  • Build partnerships and support in developing resource mobilization strategies
  • Develop and manage the partnerships needed to implement Women Count in the State of Palestine, including with governments, donors, international agencies, civil society and philanthropic organizations and the private sector
  • Develop and implement partnerships and resource mobilization strategies
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing
  • Strengthen UN Women’s partnerships with key regional and national stakeholders, including PCBS, UN agencies, civil society organizations and other data collecting organizations in the country in order to present a wide range of relevant data on gender equality and women’s rights to contribute to the regional and thematic monitoring of SDGs, other publications and other associated communications materials

Advocacy and Communication

  • Contribute to inter-agency coordination on Gender Statistics to achieve coherence and alignment of UN Women programmes with other partners in the country
  • Participate and/or represent UN Women in statistical forums, SDG monitoring discussions, humanitarian coordination structures and technical inter-agency discussions related to gender data and statistics
  • Manage advocacy, knowledge building and communication efforts
  • Develop and review background documents, briefs and presentations related to Gender Statistics
  • Represent UN Women in meetings and policy dialogues on issues related to Gender Statistics as necessary
  • Develop advocacy strategies and oversee their implementation
  • Identify best practices and lessons learned to guide programme improvement and strategy planning
  • Develop knowledge management strategies, products and methodologies on sex, age, disability disaggregated data and statistics in line with the Women Count global programme
  • Identify and implement advocacy and resource mobilization opportunities in line with the Women Count global programme Outreach and Advocacy Plan and the Resource Mobilization strategy
  • Produce and contribute to knowledge and communication products, including gender alerts, gender bulletins, infographics, statistical briefs and other gender data products
