About the role

The Employment and Payroll Group has an opening in the Bureau of Labor Statistics Quarterly Census of Employment and Wages (QCEW) Program for a Lead Technical Coder. The lead technical coder serves as a team leader for six to eight Program Technicians who assign six-digit industry codes using the federal North American Industry Classification System (NAICS), county codes, Metropolitan Statistical Area location codes, and private or government ownership type codes through the initial registration (DE1) or annual re-certification processes known as the Annual Refile Survey (ARS). The incumbent ensures that staff follows and upholds federal laws and procedures governing coding assignments set by the Department of Labor's Bureau of Labor Statistics (BLS). The position provides extensive hands-on training to staff on federal coding rules, updates program changes, and maintains procedures for all journey-level coders.

Position is located at 9323 Tech Center Dr, STE. 1000, Sacramento, CA 95826.

Responsibilities

• Lead a team of six to eight Program Technicians in assigning accurate industry, county, Metropolitan Statistical Area, and ownership type codes using the North American Industry Classification System (NAICS).
• Ensure compliance with federal laws and procedures governing coding assignments as set by the U.S. Department of Labor’s Bureau of Labor Statistics (BLS).
• Provide hands-on training to staff on federal coding rules and procedures.
• Update and maintain procedural documentation for journey-level coders.
• Monitor and evaluate team performance to ensure accuracy and efficiency in coding processes.
• Collaborate with federal and state partners to implement program changes and updates.

Requirements

• Experience in coding or data classification, preferably using the North American Industry Classification System (NAICS).
• Knowledge of federal and state labor laws, regulations, and procedures related to employment and payroll data.
• Experience in training, mentoring, or leading a team.
• Strong attention to detail and accuracy in data processing.
• Ability to interpret and apply complex coding rules and guidelines.
• Proficiency in using computer systems and databases for data entry and analysis.

Pay

$4,329.00 - $5,425.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours in the Personal Leave Program 2025 (PLP 2025).

Schedule

• Permanent, full-time position.
• Work Shift: 8:00 a.m. - 5:00 p.m.
• Work Week: Monday - Friday.
• Hybrid telework schedule may be available at the discretion of the department.
