Program Specialist (Research Administration)

About the role

We are seeking a Program Specialist who will independently manage the planning, implementation, and execution of a significant program within a department. The Program Specialist is responsible for all administrative and financial functions, events, reporting, supervision and/or oversight of operational staff with program responsibilities.

The Program Specialist will work directly with older adults 50 years and older to create an individualized plan of care with goals to help them remain independent at home in their community. This is a hybrid position of teleworking and visiting clients in their homes in Baltimore City neighborhoods.

Responsibilities

• Responsible for setting goals and planning to meet program objectives.
• Develop, maintain, and oversee timelines for all special activities, ensuring timely completion of deliverables.
• Develop budget and manage program expenses, projections, and reporting.
• Plan and manage outreach activities and internal events, working with vendors and internal resources as needed.
• Create, develop and expand communications via websites, social media channels, and publication materials as needed.
• Represent the program internally and externally.
• Ensure timely, accurate and appropriate reporting of program activities.
• Monitor, evaluate and implement business practices and procedures to support the day-to-day operational needs of the program.
• Review and evaluate program needs, while maintaining cost effectiveness.
• Manage and oversee the timely compilation of annual reports and work plans.
• May supervise and/or oversee operational staff with program responsibilities.

Requirements

In addition to the duties described above, the Program Specialist will:

• Develop, manage, and oversee timelines for all program activities for assigned client panel, ensuring timely completion of deliverables.
• Set goals, review and evaluate program objectives and performance of care navigation delivery.
• Lead the development, implementation, and adjustment of personalized client wellness plans.
• Locate, coordinate, and navigate medical, behavioral health, and social services and other home and community-based services for older people.
• Represent the program internally and externally, including management and planning of outreach activities and internal events.
• Ensure program compliance with Institutional Review Board standards and HIPAA privacy and data security requirements.

Qualifications

Minimum qualifications include a Bachelor's Degree and two years of related experience. Additional education may substitute for required experience and additional related experience may substitute for required education.

Preferred qualifications include current certification as a Community Health Worker in the State of Maryland within 6 months of hire.

Benefits and Pay

The starting salary range is $53,800 - $94,400 Annually, with a targeted salary of $71,000. The position is full-time, exempt, and includes a hybrid schedule of Monday-Friday 8:30-5:00, with some evening community meetings required.
