About the Role
Supervise, assign, review, and participate in the work of staff and agencies responsible for providing a variety of community and social services, including contract administration, grant development, public education, or intervention programs. Establish schedules and methods for providing program services, ensure work quality and adherence to established policies, procedures, and contractual obligations, and perform complex tasks relative to the assigned area.
Responsibilities
Essential Functions
- Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for community and social services, including contract administration, grant development, public education, affordable housing development, individual development, mentoring services, or intervention/prevention programs.
- Establish schedules and methods for providing program services; identify resource needs; review needs with management; allocate resources accordingly.
- Participate in the development of policies and procedures; monitor work activities for compliance; recommend improvements.
- Recommend and assist in implementing goals and objectives; implement approved policies and procedures.
- Perform technical and complex tasks, including contract administration, negotiation, and ongoing oversight.
- Coordinate the development of contracts and agreements between social service providers and the assigned section; enforce adherence to City, State, and Federal requirements; provide ongoing contract oversight.
- Participate in the design and development of mentoring or intervention/prevention programs.
- Enhance collaboration and coordination among community groups and organizations.
- Participate in the design and development of city-funded behavioral health and social services, including substance abuse, mental health, gang prevention, domestic violence, and sexual assault programs.
- Participate in the preparation and administration of assigned program budgets; submit budget recommendations; monitor expenditures.
- Prepare analytical and statistical reports on operations and activities.
- Participate in the selection of program staff; provide or coordinate staff training; address employee deficiencies; implement discipline procedures.
- Respond to requests for information and documentation necessary for obtaining grants and other funding for department programs.
Supplemental Functions
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in community and social service programs.
- Perform related duties as required.
Requirements
- Bachelor’s degree from an accredited college or university in public administration, business administration, or social services.
- Three (3) years of experience in community, social, or human services program planning or contract compliance, including one (1) year of supervisory or lead experience.
- Possession of a valid New Mexico Driver’s License or the ability to obtain one by the date of hire.
- Possession of a City Operator’s Permit (COP) within six (6) months from the date of hire.

- Office and field environment; travel from site to site; exposure to computer screens.
Physical
- Essential and supplemental functions may require maintaining physical condition necessary for walking, standing, or sitting for prolonged periods; operating a motorized vehicle or equipment.
