Program Specialist
Hourly salary: $23.73 - $24.68
This recruitment is to fill two (2) part-time vacancies in the Recreation & Community Services Department. Filing deadline is open on a continuous basis and may close at any time with or without prior notice.
Schedule
This is a non-benefited, at-will, part-time position with working hours assigned at the discretion of the Recreation & Community Services Department. Candidates must be available for mornings, afternoons, evening shifts, and/or occasional weekends. Employee shall not work in excess of 960 total hours per fiscal year.
About the Role
Under direct supervision, the Program Specialist will be assigned to work at one of various Recreation facilities. This position assists in the planning, organization, and coordination of recreational activities, community programs, facility reservations, and special events. Duties include:
- Active involvement with youth, teens, and seniors on a daily basis
- Scheduling and planning special events and trips
- Planning monthly activity calendars
- Preparing and distributing promotional material for new or ongoing programs and events
- Supervising staff and activities in the absence of a supervisor/coordinator
- Assisting with staff scheduling
- Maintaining program equipment, files, records, and inventory
- Assisting with set-up and tear-down of recreation activities
- Providing day-to-day operational assistance
Additional duties vary by facility assignment:
Social Media
- Manage and enhance the City's online presence across various social media platforms
- Develop and execute social media strategies
- Produce engaging content and promote city events, initiatives, and services
Arts and Recreation Center (ARC)
- Supervise coordination of art-based programs, special events, and excursions
- Participate in daily involvement with youth ages 5-18
- Assist in set-up and tear-down of art exhibits
- Set up and break down stage, audio, sound equipment, and facility rental equipment (tables, chairs)
- Assist with city-wide special events and excursions
Barnes Park
- Supervise youth and teens on a daily basis
- Assist with coordination of social services and recreation programs, including sports, games, and special events
Before and After School Program (BASIC)
- Supervise coordination of art-based programs, special events, excursions, and recreational activities
- Participate in daily engagement and supervision of youth ages 5–18
- Assist with set-up and tear-down of art exhibits
- Set up and break down stage, audio, sound, and facility rental equipment (tables, chairs)
- Assist with City-wide special events and excursions
- Assist with limited operations of the Baldwin Park Historical Museum
Community Center
- Interact with the public on a daily basis
- Perform clerical duties, including handling high-volume calls and relaying messages
- Assist the public with receiving, distributing, and filing materials and payments
- Assist with class registrations and fee collections
- Prepare collections for audit and deposit, and maintain accurate records
Senior Center
- Supervise seniors on a daily basis
- Coordinate recreation programs, including senior services, special events, and other activities
- Assist with monthly shopping as needed
- Assist with city-wide special events and excursions
Teen Center & Skate Park
- Supervise recreation programs, including teen services, special events, and excursions
- Participate in daily involvement with teens
- Coordinate recreational programs targeting middle school and high school teens, including sports, games, special activities, and trips
Family Service Center
- Coordinate with social service agencies, school staff, community groups, private practitioners, clergy, and police regarding the needs of youth, families, and the public
- Maintain records, including registrations, reservations, permission slips, purchasing, accidents, and vandalism
- Provide consultation services to groups and present information to community-based organizations
- Initiate and maintain communications with at-risk families
- Supervise classes, workshops, and activities for individuals and families
- Respond to public inquiries about programs and services
- Prepare printed materials and communications regarding Family Services Center programs
Requirements
- High School Diploma or GED equivalent (college-level coursework in recreation or related field preferred)
- At least 18 years of age at time of application
- Valid California Driver’s License
- One (1) year of progressive experience in planning or coordinating youth, teen, and/or recreation programs for the public
- Completion of Mandated Reporter training within the first two weeks of employment
- Obtain a valid CPR and First Aid certificate within 30 days of appointment
Skills & Abilities
- Ability to assist with coordination and implementation of recreation activities, programs, and events
- Basic proficiency in Microsoft Word, Excel, Publisher, and Outlook
- Excellent verbal and written communication and organizational skills
- Ability to effectively interact with City staff, volunteers, and the public
- Ability to enforce rules and regulations to ensure safety and welfare of participants and exhibits
- Ability to establish and maintain cooperative working relationships
- Ability to create a "team" environment through positive attitude, enthusiasm, and willingness to learn
- Bilingual proficiency in Spanish is highly desirable

This position involves:
- Ability to sit, stand, walk, kneel, crouch, squat, twist, stoop, and climb
- Lifting up to 50 pounds
- Travel to different sites and locations
- Some activities performed outdoors
