About the role

This position manages contracts and monitors program quality related to affordable housing and homelessness services. The role involves overseeing the administration and compliance of local, state, and federal contracts, engaging with community stakeholders and partners, and ensuring the effective delivery of services. The ideal candidate will have a commitment to promoting equitable social, economic, and environmental conditions to achieve optimal health and well-being for all individuals and communities served.

Responsibilities

  • Oversee the administration and management of contracts, ensuring compliance with all applicable laws, regulations, and guidelines.
  • Develop, negotiate, and execute contract agreements with service providers, vendors, and partners.
  • Monitor contract performance, assess outcomes, and implement corrective actions as necessary.
  • Establish and maintain effective working relationships with community members, government officials, non-governmental organizations, and other stakeholders.
  • Facilitate community meetings, focus groups, and other engagement activities to gather input and feedback on programs and initiatives.
  • Represent the department at public meetings, forums, and events to promote programs and initiatives.
  • Ensure accurate and timely processing of billing and invoices related to program activities.
  • Review and reconcile billing statements, invoices, and financial reports.
  • Collaborate with finance and accounting teams to resolve discrepancies and ensure proper documentation.
  • Identify, develop, and implement program monitoring strategies to ensure program effectiveness and compliance.
  • Conduct regular reviews and evaluations of programs to assess effectiveness and identify areas for improvement.
  • Stay current with industry trends, research, and innovations to continuously improve program quality and impact.

Requirements

  • Graduation from an accredited four-year college or university with a degree in Social Science, Business, Public Administration, Government, or related field.
  • Two years of social service case management, homeless services, or affordable housing experience to include contract management, compliance, or monitoring.

Examination Details

Applicants must first meet the minimum qualifications to be invited to take the examination. Those who pass the examination will then go on the hiring list. The examination will consist of a Training and Experience Evaluation (T&E), a written test where the applicant answers structured questions based on their previous experience and training or education. The T&E is an online examination requiring a computer; instructions and links will be emailed to qualified applicants on August 19th, 2026, with a testing window of August 20th - August 24th, 2026.

Benefits

The City of Spokane provides a generous benefits package valued between $31,097 - $38,667, in addition to salary. Coverage begins for new hires and their dependents on the first day of the month following 30 consecutive days of employment.

Insurance Benefits

  • Medical: Qualified employees may select from two health carrier options: a Health Maintenance Organization (HMO) administered by Kaiser Permanente or a Preferred Provider Option (PPO) administered by Premera Blue Cross. Monthly premium varies by plan and coverage level.
  • Vision: Included in the medical plan selected; costs for eye exams and hardware vary by plan.
  • Dental: Provided by Delta Dental of Washington; minimal monthly premium for employee and eligible dependents.
  • Life Insurance (Employee Only): Basic Term Life Insurance provided at one-and-a-half times the employee's annual base salary, up to a maximum of $150,000. The City pays the monthly premium in full.
  • Life Insurance (Eligible Dependents): Basic Term Life Insurance provided at $7,500 for spouse/domestic partner and $3,000 for each child. The City pays the monthly premium in full.
  • Long-Term Disability Insurance: Provided by The Standard; the City pays the monthly premium in full.

Flexible Spending Accounts

  • Health Care FSA: Allows pre-tax dollars for reimbursement of eligible medical, dental, and vision expenses.
  • Dependent Care FSA: Allows reimbursement for eligible daycare expenses for dependent children up to age 13 and other eligible dependents.

Optional Benefits

  • AFLAC Supplemental Insurance: Helps pay benefits not covered by major medical insurance; employee pays 100% of the monthly premium.
  • AudioNet Hearing Aid Benefit: Discounted Hearing Aid Program with fixed out-of-pocket costs.
  • LegalShield/ID Shield: Prepaid legal services and/or prepaid identity theft programs.
  • Pet Insurance: Nationwide/Voluntary Pet Insurance for everyday pet care.
  • Voluntary Term Life Insurance: Additional coverage up to $300,000 for employees and spouse/domestic partner, and up to $10,000 for dependent children; subject to application review and approval. Employee pays 100% of the monthly premium.
  • COBRA: Option to continue medical and/or dental insurance benefits after separation from City service; employee pays 100% of the monthly premium plus a small administrative fee.

Retirement Benefits

  • Spokane Employees' Retirement System (SERS): A defined benefit pension plan covering non-uniformed, permanent employees. Employees contribute 11% of their salary, matched by the City. Employees hired on or after January 1, 2015, vest at seven years of service.
  • Deferred Compensation: City-sponsored 457 Deferred Compensation Plan administered by MissionSquare Retirement. Employees may defer a portion of their salary on a before or after-tax basis. The City matches contributions up to $150/month.

Paid Time Off

  • Official Holidays: Seven paid holidays observed annually. Additional floating holiday for employees hired before the third Monday of January.
  • Floating Holidays: 48 hours of Floating Holidays available as of January 1st; may not be carried over into the next year.
  • Vacation Leave: Employees earn paid vacation hours each pay period, ranging from 12 days per year for new employees to 20 days per year after 11 years of employment. Unused vacation hours carry over each year, subject to maximum accrual limits.
  • Sick Leave: Accrues at a rate of six hours per biweekly pay period; unused hours carry over each year.
  • Other Leaves: Includes bereavement leave, Family and Medical Leave, maternity leave, jury duty, and military duty leave.

Work/Life Programs

  • Employee Assistance Program (EAP): Confidential referral and counseling service for personal issues, including stress, depression, parenting, and substance use. Up to eight counseling sessions per issue per year at no charge for employees and household members.
  • Employer Sponsored Bus Pass (ESBP) Program: Encourages alternatives to driving alone; offered through Spokane Transit Authority (STA).
