About the role
The Program Manager (Treasury & Revenue Services) is responsible for overseeing the District’s treasury-related functions and revenue services operations and programs. Key responsibilities include cash management, investments, banking relationships, fare revenue oversight, tax revenue and other subsidy receipts, and related financial compliance functions and programs.
Responsibilities
- Plans, organizes, and manages the work of staff supporting treasury operations and programs, revenue services, cash handling controls, and investment management.
- Selects, trains, mentors, and evaluates staff; provides constructive feedback; and administers personnel actions as needed.
- Collaborates with executive leadership to establish treasury and revenue services goals and objectives; implements policies, procedures, work standards, and internal controls to ensure compliance with applicable federal, state, and local regulations and Board-adopted policies.
- Maintains daily cash management balances and provides cash flow analyses to support the District’s investment and liquidity decisions.
- Coordinates and monitors implementation of the District’s investment program and activities in accordance with Board-adopted investment policies and applicable Government Code requirements; monitors compliance of investment portfolio performance with Board-adopted policy and prepares reports for review and approval.
- Serves as the primary point of contact for contracted banking, armored transport, investment advisory, and trustee services; participates in procurement and selection processes; reviews and recommends contract terms; and ensures compliance with contractual requirements.
- Provides technical analysis and operational expertise related to revenue operations and cash management processes. Responds to sensitive financial inquiries, audit findings, or compliance issues; ensures accurate and timely communication of treasury and revenue information.
- Represents the District at meetings with financial institutions, regional partners, governmental agencies, and professional organizations regarding treasury, revenue, and public finance matters.
Requirements
- Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in finance, accounting, business administration, public administration, or a related field. A master’s degree in finance, business administration, or public administration is desirable.
- Experience: Seven (7) years of increasingly responsible and verifiable experience in treasury management, public finance, investments, debt administration, revenue operations, or closely related financial functions, including at least three (3) years at a level equivalent to a program administrator, or comparable classification; and three (3) years of supervisory experience.
Qualifications
- Must be willing to: (1) work outside regular business hours as required and (2) travel between the various District locations.

- Proficiency in Microsoft Office Suite.

Pay
Salary range: $120,000 - $140,000 annually.
Schedule
