PE Systems, Inc. has a great opportunity in the Training Directorate at Wright Patterson AFB, OH. The mission of the Training Directorate is to develop, deliver, and sustain integrated training capabilities to employ war-winning airpower.

About the role

This position requires knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs. The successful candidate will support program management activities, including assessing program schedules and cost baselines, recommending solutions, and pursuing alternative courses of action.

Responsibilities

  • Effectively communicate orally and in writing, providing quality acquisition and program documentation (e.g., briefings, documents, and plans).
  • Plan, research, analyze, and assess system acquisition in terms of development, production, and deployment of weapon systems and associated equipment.
  • Formulate plans and recommend effective strategies to meet cost, schedule, and performance objectives.
  • Support and develop acquisition reports, including statutory and regulatory reports (e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Reports (MARs)).
  • Support program management reviews, senior-level meetings, and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews.
  • Develop and present briefings and schedules of program status and acquisition tasks to senior management.
  • Apply an understanding of DoD and AF Program/Project analysis to plan, organize, complete, and present assessments of program/project activity management concepts, analyses, studies, and procedures to senior leadership.
  • Evaluate implications of existing or proposed projects, programs, processes, and policies/laws and recommend improvements to the Government point-of-contact (POC).
  • Assist the Program Manager and Acquisition Team in planning and organizing program management activities, analyses, and advising on program management-related work.
  • Assist in acquisition strategy planning, pre-award and post-award document preparation, milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation.
  • Interface and coordinate with lateral USG organizations (e.g., headquarters, major commands, aircraft wings/squadrons, test agencies, USAF Centers, or other external agencies) to accomplish assigned tasks.
  • Assist with the resolution of programmatic issues by interfacing with Air Staff, Air Force Major Command, and Department of Defense personnel, documenting status, decisions, and open actions.
  • Establish and maintain databases and assist in developing and analyzing key program metrics.
  • Develop and integrate risk management plans and strategies, and support program briefings.
  • Develop, report, and maintain schedules and metrics to track program status, applying Earned Value Management (EVM) principles to evaluate and report program health.
  • Ensure program management resources have comprehensive knowledge of systems acquisition and program management principles, policies, and practices as defined in DoDI 5000.02 and DoDI 5000.75.
  • Oversee and guide junior and journeyman personnel, providing expert support across Program Office, Enterprise, and Staff-level interfaces.

Requirements

  • MA/MS Degree with 10 years of directly related experience, or BA/BS with 12 years of directly related experience, or 15 years of directly related experience in this discipline.
  • Must possess and maintain a government security clearance at the Secret level.
  • Proficient in Microsoft programs (Excel, Word, Outlook, PowerPoint, Access, Visio, and Project).
  • Ability to perform all functional duties independently.
  • Ability to transport self to various facility sites; if using a personal motor vehicle, must possess a valid driver’s license and proof of insurance.
