Responsibilities
- Develop, approve, and maintain Inspection, NDT procedures, techniques, and Written Practice compliant with ASME NQA-1, 10 CFR 50 Appendix B, SNT-TC-1A.ANSI and N45.2 series standards (including N45.2.6 for personnel qualification).
- Train, qualify, and certify Quality Control Inspectors and NDT Level I and II NDT technicians, maintain training records, administer vision exams, and periodic technical proficiency evaluations. Review and approve training and qualification records to ensure compliance with ANSI N45.2.6, NQA-1and ASNT SNT-TC-1A written practice.
- Serve as the Responsible Level III, providing technical guidance, conducting over-inspections, and evaluating NDT results to accept or reject components (e.g., welds, castings, vessels). Develop, review, and approve inspection, examination, and testing procedures (e.g., NDE, visual inspection of concrete/steel) to ensure technical adequacy.
- Provide direction, mentoring and oversight of inspection and examination duties and responsibilities
- Provide Technical Support for vendor surveillance, internal audits, and external audits to ensure compliance with nuclear quality standards, including Commercial Grade Dedication (CGD). Provide technical support of QA/QC activities during construction, fabrication, & modifications.
- Act as the liaison with Authorized Inspectors (AIA), customers, and regulatory bodies (e.g., NRC) for inspection & test reporting and non-conformance resolution.
- Manage the identification, quarantine, documentation, and resolution of non-conforming materials and conditions adverse to quality.
- Exercise independent authority to stop work and control further processing or installation of components when quality requirements are not met.
- Support formal causal investigations into inspection program issues, inspection result deficiencies or test failures.
- Review of inspection & test plans to ensure all customer, Code, jurisdictional and regulatory requirements to a level of detail necessary to assure compliance with the Company Quality Assurance Program.
- May also be assigned to support corporate quality activities, such as procedure development, audit performance, on an as-needed basis.
- Provides support to discipline work planners/field engineers (piping, component, structural, etc.) with the development and Quality review of their respective construction work packages and associated documentation.
Requirements
- Current ASNT Level III in relevant NDT methods (minimum VT, MT, PT) RT or UT highly desired. Active or previous ANSI N45.2.6 Level III Qualification (or equivalent ASME NQA-1 qualification).
- Bachelor’s degree in Engineering (Mechanical/Metallurgical) or related technical field, or equivalent combination of education and experience.
- Minimum of 7 years of NDT/NDE experience in the nuclear, power generation, or petrochemical industry, specifically with ASME Code work on Engineering, Procurement, Construction & Fabrication projects.
- Extensive familiarity with ASME NQA-1 (Quality Assurance Requirements for Nuclear Facility Applications) and ASME Boiler and Pressure Vessel Code Sections I, III, V, VIII, or XI.
- Strong technical writing skills, proficiency with inspection software/databases, and leadership capabilities to provide technical leadership to technicians.
- Computer literate in MS Office, Access, Word, Excel, PowerPoint etc.
- Verifiable experience planning and performing Quality Control Inspections (mechanical, civil/structural, material receipt and welding inspection disciplines) & NDE (availability of previous inspection and/or NDE qualification records for review is desired), documentation of previous certifications required
- ASME NQA-1 Nuclear Lead Auditor Certification would be an asset.
Qualifications
- Mandated nuclear export controls requirements must be met for employment.
- Must be able to secure unescorted access authorization to plant site including federal sites.
- Must be able to physically perform the job duties, walking, climbing stairs/ladders, wear fall protection, climb scaffold, enter confined spaces, see and hear within legal limits, lift up to 25 lbs., properly wear all assigned PPE
