Responsibilities
The candidate will support the Submarine Acoustic Systems Program Office and act as a program manager or project analyst. The candidate will provide management expertise to government Program or Project Managers who oversee Undersea Acoustic Systems. The candidate will:
- Provide Undersea Weapon System subject matter expertise to NAVSEA affiliated PEOs and program managers for selected appropriated programs.
- Aid in managing, overseeing, and executing research and technology initiatives and weapon system development.
- Aid government program managers in developing and managing weapon system requirements and acquisition documentation and program actions.
- Support government program managers in developing, managing, and evaluating contractual documentation and deliverables from the prime system integrator in support of system design and development acquisition milestones.
- Aid in planning, programming, budgeting, and execution (PPBE) for undersea warfare systems. This includes assisting in developing fiscal estimates, exhibits, documents, briefs and schedules to satisfy the PPBE process.
- Track budgets, spend plans, funding obligation and execution, and other programmatic needs.
- Cook with stakeholders as directed to obtain funding data, resolve issues, identify discrepancies, and produce reports related to budget status.
- Execute Earned Value Management System.
Qualifications
- 15 years’ experience in program/project management
- Bachelor's level degree in any technical or managerial discipline
- 15 or more years of experience in the overall planning, direction and execution of major ship/submarine maintenance programs, systems development efforts, and research or technology initiatives
- Knowledge of Program Management, including the acquisition process, budgeting process, and financial tracking (Earned Value Management (EVM) and other metrics), funding execution, and the contracting process
- Experience drafting program, financial and acquisition planning documentation to support planning and execution
- Demonstrated leadership and strong communication and customer management skills
- Supervisory Experience
- Proficient in the use of Microsoft Office products, including Word, PowerPoint, and Excel
Desired Qualifications
- Relevant experience in Navy/NAVSEA/Team Sub acquisition or in-service programs that includes leading programs or projects and interfacing with an end item customer
- Experience with BQQ-10, Arrays, Sonar, Towed Arrays, TB-16, TB-23, TB-29, TB-33, ARCI
Pay
