Program Manager- Outage Coordinator
About the role
The Program Management Services Division at LaBella provides comprehensive management services for complex projects and multi-year capital programs. Project teams are established to provide a customized mix of business consulting, project management, financial control and monitoring, administrative, and technical support services.
Responsibilities
- Review the established project outage assessments & requirements.
- Organize and participate in outage kickoff meetings at the site or in conjunction with other planned site visits, and conduct follow-up meetings to establish the scope, conceptual work schedule, and process.
- Develop a high-level preliminary outage plan.
- Hold on-site and office meetings to review physical layout, work clearances, and outages required.
- Cookout requirements with other areas to resolve and minimize any outage conflicts.
- Confirm the plan alignment with other ongoing projects within and outside of client.
- Provide Outage Plan and Drawings.
- Repeat site visits and conduct smaller group meetings as necessary.
- (Expected during Conceptual, Detail Design, Construction and Commissioning)
- Confirm plan alignment and coordination with Transmission Outage Coordination.
- Facilitate the equipment numbering in the entire engineering life cycle.
- Ensure post outage system reconfiguration prints, equipment numbering and operating procedures to ensure alignment across departments.
- Review outage plan with all stakeholders (iterative process).
- Work with the project team to facilitate development of viable emergency restoration measures and plans, along with restoration time estimates.
- Upon project approval, provide a detailed outage plan for TOA development and submittal.
- Provide various versions of the Outage Plan through finalization.
- This will include forwarding to and conducting follow-up meetings for the final run-through.
- Conduct outage planning presentations, as needed, for the Project Team, Control Centers, ISO, Divisions, Municipals, etc.
- Continue to refine the finalized plan as conditions change.
- Submit to Application Coordinators.
- Review TOAs with ECC and ensure submissions as per "Transmission Operating Procedure TOP-08" and the "Outage Playbook".
- Maintain a Master outage plan that gives visibility of all outage requirements for the NY Companies.

- Coordinate meetings among various work groups (Operations, Supervisors, MROs, etc.) and Projects to create opportunities for completing work on lines and equipment affected by scheduled outages.
- This role provides insights for the development of mobile substations and temporary line diversions.
- Schedule project outages in coordination with Maintenance, Repair, and Operations (MRO) teams, and identify resource constraints within the division ahead of these project outages.
- Schedule drone or helicopter flights for post-storm assessments or pre-energization of new assets.
- Collaborate with the Emergency Communications Center (ECC) and Construction Managers (CMs) to reschedule canceled storm-related activities.
Requirements
- A minimum of ten (10) years of progressive-related electric utility or other related industry experience, with transmission facilities construction management experience preferred.
- Five (5) years' experience in a supervisory capacity preferred.
- Microsoft Word and Microsoft Project or Equivalent.
- A valid Driver's License.
- Willingness to travel to construction sites on a day-to-day basis, attend meetings.
- A Bachelor's degree in engineering, Construction Management, or equivalent 10 years of relevant experience is recommended.
Skills/Abilities
- Extensive knowledge of construction management practices applicable to electrical utility transmission construction and generation projects.
- Extensive knowledge of interconnected electrical system operations.
- Knowledge of government regulations, including OSHA, NESC, and industry codes affecting electric utilities.
- Working knowledge of budget preparation and administration.
- Demonstrated ability to make competent decisions in emergency situations.
- Demonstrated ability to read and interpret mechanical/electrical drawings, and technical manuals.
- Excellent written and verbal communications, including correspondence, reports, and other business documents.
- Working knowledge of best practices in safety policies and procedures.
