Program Manager II, Sustainment

About the role
The Program Manager II is a mid-level Program Management position. Working with minimal supervision of a more senior program leader, the Program Manager II has responsibility for ensuring the planning and performance of assigned, generally more complex programs, throughout all phases of the program lifecycle with specific emphasis on sustainment and logistics. This role is responsible for the cost, schedule, quality, customer satisfaction, and technical performance of assigned programs and for using that successful execution to drive future growth in the sustainment phase of the project lifecycle.
The Program Manager II is responsible for effective customer communication, with minimal oversight from senior program leadership, to proactively respond to the customer, and gain customer trust by meeting commitments and quality standards. This position will forecast sales, new business, and gross profit on their programs, needed to meet the operational goals of the business unit. The role serves as the customer-facing lead for all sustainment-related activities, including the creation of deliverables, sparing and sustainment strategies, repairs, upgrades, and tracking reliability, maintainability, and performance trends.
Responsibilities
- Hold self and teammates accountable for high performance standards and provide coaching to effectively manage changing priorities.
- Understand and effectively communicate program objectives to the team, relating how the program accomplishes the strategic plans of the Company and Business Area.
- Lead the development of detailed project or program plans through the application of company Policies and Procedures and Program Management industry best practices.
- Lead assigned project teams in accordance with specific program plans to achieve program delivery and quality goals.
- Proactively prepare and interpret Risk and Opportunity analyses and financial reports to anticipate problems and take corrective action.
- Work with finance and Business Area leadership to prepare forecasts of new business, sales, and gross profit for annual operating plans for assigned programs.
- Establish program budgets and hold Control Account Managers responsible for adherence.
- Identify continuous improvement opportunities to meet customer requirements by fostering an entrepreneurial and collaborative workforce.
- Build, develop, and maintain close customer relationships, anticipating customer needs and addressing issues creatively.
- Assure customer satisfaction in terms of product performance, delivery, cost, and contracted scope as the primary point of contact for the customer.
- Provide Business Area leadership and customers with detailed program performance, risk assessments, and opportunities for improvement, including recommended solutions.
- Coordinate with marketing personnel and assist in the preparation and implementation of marketing plans and proposals.
- Apply strategic thinking to anticipate challenges, align program objectives with organizational goals, and drive long-term value.
- Plan and execute programs per contractual obligations, managing the performance of multiple suppliers, affiliates, or peer organizations.
- Support technical discussions, both internally and externally, to ensure all technical requirements are met.
Requirements
- Bachelor's degree is required.
- 3+ years of functional experience as a Program Manager is required.
- 3-5 years of logistics support experience.
- Ability to calculate and identify trends in Reliability, Availability, and Maintainability (RAM) metrics.
- PMP® Certification or equivalent is preferred.
- Basic understanding of industry trends and customers’ and competitors’ strategies, strengths, and weaknesses.
- Knowledge or experience in the applicable technical area or product line.
- Experience with leading teams through the five phases of the project management framework (Initiate, Plan, Execute, Monitor & Control, Close).
- Demonstrated experience and understanding of the program budgeting process.
- Thorough understanding and experience in negotiations, collaborative problem solving, conflict management, and meeting facilitation.
- Experience using contract lifecycle management process to review/approve contract changes.
- Demonstrated experience in managing program scope based on customer requirements, expectations, and deliverables (e.g., proposals, contracts, statement of work).
- Proficient in the use of MS Office products including Excel, PowerPoint, Word, Visio, Outlook, and Project applications.

Schedule
Most locations offer a 9/80 schedule, providing every other Friday off.
Travel up to 25% may be required.
