Program Manager I - EEO/OJT Manager (61033901)
Job Responsibilities
- Planner and monitor the work of the External Equal Opportunity (EO) Contract Compliance and On-the-Job Training Program.
- Investigate allegations of program infraction relative to federal EO/OJT compliance guidelines.
- Attend meetings and conduct training to disseminate information regarding laws, regulations and policies related to EO and OJT.
- Oversee the EEO Program Coordinator and OJT Program Coordinator positions, providing guidance, support, and direction for their assigned responsibilities.
- Serve as a system administrator for the AASHTOWare Project (AWP) Civil Rights & Labor (CRL) module to assist the Civil Rights and Support Manager with all EEO and OJT functionality within the system.
- Conduct in-depth compliance reviews of construction contractors, focusing on large contracts, high-risk contractors, and those with complaints.
- Submit final reports to FHWA.
- Oversee and monitor On-the-Job Training (OJT) and Local Public Agency (LPA) federal-aid projects for compliance with contract and Equal Opportunity (EO) requirements.
- Develop monitoring procedures, conduct site visits, review reports and forms, evaluate corrective action plans, issue compliance determinations, and submit monthly reports to management and FHWA.
- Evaluate federal-aid projects for training opportunities, assign training slots, and review contractor enrollment forms to fulfill Training Special Provision requirements.
- Plan, develop, and deliver training to contractors, SCDOT personnel, and other stakeholders on EEO and OJT requirements.
Minimum And Additional Requirements
- A bachelor's degree and three (3) years of relevant program experience; or an approved acceptable equivalence.
- A valid motor vehicle operator's license is required.
Physical Demands
- Sitting or standing at a desk for an extended periods.
- Working on a computer.
- Lifting up to 30 lbs.
- Required to work outside normal business hours.
