Program Manager
Position Summary
Odyssey Systems has an exciting new opportunity for an AMOS Program Manager supporting the Maui Space Surveillance Complex in Kihei, HI as part of the Maui A&AS contract supporting the Air Force Research Laboratory (AFRL’s) Air Force Maui Optical & (AMOS) site with sustained reliability.
Responsibilities
- Preparing and maintaining budget forecasts, tracking obligations and expenditures, processing funding actions in CCaR, reconciling budgets, and coordinating closely with RDFC, contracting, and program managers to ensure funding is properly certified and executed.
- Serving as a key liaison between customers, leadership, and support organizations by managing service support agreements, providing customer support and guidance, and conducting regular coordination meetings to ensure program requirements and funding needs are met throughout the fiscal year.
- Supporting leadership reviews and program management reviews through development of financial reports, charts, and briefing materials.
- Providing technical and programmatic support to the Maui Space Surveillance Complex (MSSC).
- Developing and leading the implementation for new procedures for business management, program management and financial management.
- Supporting Program Mangers and Section Chiefs in resource loading, critical path definition, resource allocation to ensure projects delivered on time and in full.
- Establishing, revising or reviewing policies, procedures, mission objectives and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishments, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
- Collaborating with team members and building briefings for strategic engagement with internal/external stakeholders on budget, plans, programs, and associated requirements.
- Supporting development, coordination, and approval of cost estimates for facility, modernization, and upgrade projects for the AMOS site.
- Supporting stakeholder communications and participation in AMOS site projects and programs.
- Participating in pre-solicitation efforts and providing advice during source selections.
Requirements
- Minimum Required Qualifications: Citizenship: Must be a US citizen; Clearance: Ability to obtain and maintain a Secret Clearance; Education: Bachelors degree in Engineering, Economics, Finance, Space Operations, or a related discipline; Years of Experience: 8 years of experience including 3 years of experience supporting Space Surveillance, Space Operations, Intelligence Support for Space Control, or a related mission area.
- Preferred Qualifications: Education: M.S. or M.A in Engineering, Economics, Finance, Space Operations, or a related discipline; Years of experience: 12 or more years of experience in Space Surveillance, Space Operations, Intelligence Support for Space Control, or in a related mission area including a leadership role; Clearance: Current TS Clearance; DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory; Project Management Professional (PMP), Acquisition Professional Development Program (APDP) Level 3 Certification in Program Management or Contracting, or equivalent DAIWA certification.

- Additional Experience: Knowledge of Earned Value Management (EVM) processes and tools; Knowledge of Financial Management and Forecasting/execution processes and tools; Knowledge of standard acquisition regulations, practices, and procedures
- Education: M.S. or M.A in Engineering, Economics, Finance, Space Operations, or a related discipline
- Years of experience: 12 or more years of experience in Space Surveillance, Space Operations, Intelligence Support for Space Control, or in a related mission area including a leadership role
- Clearance: Current TS Clearance
- DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory
- Project Management Professional (PMP), Acquisition Professional Development Program (APDP) Level 3 Certification in Program Management or Contracting, or equivalent DAIWA certification
