About the role
The Program Manager will support a federal civilian agency's Microsoft 365 and Power Platform operations, modernization, and cloud engineering program in the Washington, DC metropolitan area. This position requires a full-time commitment and will involve leading integrated teams, managing program governance, and driving continuous improvement.
Responsibilities
- Serve as the primary point of contact for the Government Contracting Officer's Representative (COR) and agency leadership, ensuring successful contract execution and customer satisfaction.
- Lead integrated teams supporting Microsoft 365 administration, Exchange Online, SharePoint Online, Teams, Entra ID, Power Platform, cybersecurity, and cloud engineering services.
- Manage program governance, staffing, risk, schedule, quality, and performance across Operations & Maintenance (O&M) and Development, Modernization & Enhancement (DM&E) activities.
- Direct Agile service delivery, including sprint planning, backlog prioritization, performance reporting, and continuous service improvement using Agile and ITIL best practices.
- Oversee stakeholder engagement, executive communications, organizational change management, user adoption, and training initiatives supporting Microsoft 365 modernization and AI/Copilot adoption.
- Manage contract financial performance, resource planning, issue resolution, and risk mitigation while ensuring compliance with contractual service level agreements (SLAs).
- Lead transition, knowledge transfer, and operational readiness activities while maintaining continuity of mission-critical services.
- Drive continuous improvement through operational metrics, KPI reporting, quality management, and proactive identification of modernization opportunities.
Requirements
- Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related discipline (or equivalent combination of education and experience).
- Minimum of 10 years of experience managing large-scale federal IT programs.
- Minimum of 8 years leading Microsoft 365, cloud modernization, or enterprise infrastructure programs.
- Experience managing cross-functional teams supporting Microsoft 365, Exchange Online, SharePoint Online, Teams, Power Platform, Entra ID, cloud engineering, and cybersecurity operations.
- Experience serving as the primary interface with Government customers, including executive stakeholders and Contracting Officer's Representatives (CORs).
- Demonstrated experience leading Agile, DevSecOps, and ITIL-based service delivery organizations.
- Experience managing program governance, integrated master schedules, resource planning, risk management, quality assurance, and performance reporting.
- Strong verbal, written, presentation, and executive communication skills.
Desired Skills
- Project Management Professional (PMP) certification.
- Microsoft 365 Certified: Enterprise Administrator Expert or comparable Microsoft cloud certification.
- Experience supporting federal Microsoft GCC or GCC High environments.
- Experience supporting FISMA, FedRAMP, NIST 800-53, and Zero Trust initiatives.
- Experience leading enterprise Microsoft 365 migrations, modernization efforts, or cloud transformation programs.
- Experience with Organizational Change Management (OCM), stakeholder engagement, user adoption, and training.
- Experience with ServiceNow, Jira, Azure DevOps, Power BI, Splunk, or Microsoft Sentinel.
- Public Trust clearance or ability to obtain and maintain a Public Trust.
