Program Improvement Manager

About the role
We are seeking a Program Improvement Manager to ensure excellent performance of the Medicaid Management Information System (MMIS). In this role, you will oversee the MMIS claims processing and fiscal-agent contractor that serves Vermont’s Medicaid members and providers.
Responsibilities
- Oversee vendor compliance with contractual requirements, expectations, and service levels; ensure incidents are effectively managed and appropriate corrective actions are implemented.
- Establish, maintain, and enhance a framework for program operations that supports the state’s ongoing partnership with the MMIS contractor.
- Proactively assess business processes, structures, and tools to identify gaps; lead the development and implementation of improvement plans to continually strengthen program operations.
- Build successful partnerships with state and contractor staff to identify improvement opportunities.
- Provide outreach and communication to state stakeholders on business operations; ensure access to information and training for using the MMIS.
- Serve as the primary escalation point for state and MMIS vendor change-management and operational issues.
- Facilitate alignment between vendor and state subject-matter experts on roles, responsibilities, processes, and advanced problem-solving.
Requirements
- Master’s degree in Business Administration, Public Administration, or a related field and two or more years of work experience in organizational development or business-process improvement.
- or Bachelor’s degree and four or more years of work experience in organizational development or business-process improvement.
- or Associate’s degree and six or more years of work experience in organizational development or business-process improvement.
Preferred Qualifications
- Knowledge of project-management, change-management, and business-process-analysis principles, practices, and tools.
- Knowledge of performance measurement.
- Knowledge of Agency contracting procedures.
- Knowledge of information-technology applications used in Agency operations.
- Ability to identify IT enhancements that meet business requirements.
- Certification as a State of Vermont Continuous Improvement Green Belt or equivalent industry certification.
Work Environment
- Work is performed in a standard office setting.
- Some travel may be required; private transportation should be available.
- Lifting and transporting training/event materials and setting up training/event facilities may be required.
