Job Description

The Program Finance Analyst 2 collaborates with internal and external customers to ensure they have the financial acumen, accuracy, and dedicated support to execute significant contracts in support of national defense. Duties include:

  • Provides timely and accurate metrics on schedule and cost performance utilizing Earned Value or related processes.
  • Supports all baseline development activities and development of charge numbers and WBS as applicable.
  • Provides updates/changes as required, for programs with and without Earned Value requirements, in applicable tools (ERP or Cobra).
  • Provides analysis and reports on the performance variances to budget and assists with recovery plans as needed.
  • Analyzes and reports risks & Opportunities to the baseline cost, schedule, and the EAC.
  • Ensures timely maintenance of the Project-Activity Structure (Charge Numbers).
  • Develops and monitors the program level time-phased plan to support an overall program level view of revenue for forecast, budget, and 5-year planning processes.
  • Provides the financial data inputs, analysis, and applicable variance narrative for Program Management Reviews (PMRs) and Quarterly Business-Reviews (QBRs).
  • Provides timely invoicing and collection of customer receivables.
  • Reviews and communicates the status of program financials, including the status on funding, and disposition of funding that is subject to cancellation.
  • Performs other duties as assigned.

Skills/Abilities

  • Able to use EVMS principles in daily operations with proven expertise.
  • Knowledge of program financial controls with DoD programs.
  • Knowledge of relevant federal acquisition regulations and standards such as CAS/FAR/DFARS.
  • Knowledge of different contract types (FFP, FPIF, CPFF, CPIF, T&M).
  • Knowledge of relevant accounting subject matters, including revenue recognition.
  • Excellent verbal and written communication.
  • Proficient with Microsoft software applications.
  • Strong Excel skills.
  • Excellent analytical and problem-solving ability.
  • Ability to multi-task and is detail oriented.
  • Ability to ensure tasks are completed on time and accurate.
  • Self-starter that is capable of working independently.

Education

  • Bachelor's in Accounting, Finance or relevant discipline, Master's Degree preferred.

Experience

  • 3-5 years of related experience.

Pay

The US base salary range for this full-time position is $75,000.00 - $156,000.00.
