Program Finance Analyst 2
Job Description
The Program Finance Analyst 2 collaborates with internal and external customers as the business partner of choice to ensure they have the financial acumen, accuracy, and dedicated support to execute significant contracts in support of national defense.
- Provides timely and accurate metrics on schedule and cost performance utilizing Earned Value or related processes
- Supports all baseline development activities and development of charge numbers and WBS as applicable
- Provides updates/changes as required, for programs with and without Earned Value requirements, in applicable tools (ERP or Cobra)
- Provides analysis and reports on the performance variances to budget and assist with recovery plans as needed
- Analyzes and reports risks & Opportunities to the baseline cost, schedule, and the EAC
- Ensures timely maintenance of the Project-Activity Structure (Charge Numbers)
- Develops and Monitors the program level time-phased plan to support an overall program level view of revenue for forecast, budget, and 5-year planning processes
- Provides the financial data inputs, analysis, and applicable variance narrative for Program Management Reviews (PMRs) and Quarterly Business -Reviews (QBRs)
- Provides timely invoicing and collection of customer receivables
- Reviews and communicates the status of program financials, including the status on funding, and disposition of funding that is subject to cancellation
- Performs other duties as assigned
Skills/Abilities
- Able to use EVMS principles in daily operations with proven expertise
- Knowledge of program financial controls with DoD programs
- Knowledge of relevant federal acquisition regulations and standards such as CAS/FAR/DFARS
- Knowledge of different contract types (FFP, FPIF, CPFF, CPIF, T&M)
- Knowledge of relevant accounting subject matters, including revenue recognition
- Able to present complex information to all levels of management
- Excellent verbal and written communication
- Proficient with Microsoft software applications
- Strong Excel skills
- Excellent analytical and problem-solving ability
- Able to multi-task and is detail oriented
- Able to ensure tasks are completed on time and accurate
- Self-starter that is capable of working independently
Education
- Bachelor's in Accounting, Finance or relevant discipline, Master's Degree preferred
Experience
- 3-5 years of related experience

Pay Range
The US base salary range for this full-time position is $75,000.00 - $156,000.00
Union Ranges
Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreement's approved rates by location and role.
