Program Director with Security Clearance

About the role

VTG is seeking a Program Manager for a contingent-upon-award, full-time, on-site position in Chantilly, VA. The role manages a $250M contract at the National Reconnaissance Office (NRO) and requires daily interaction with four primary stakeholders: the VTG workforce, subcontractor companies, VTG executive leadership, and the NRO customer. Engagement is fluid and cycles daily based on priority and risk mitigation.

Responsibilities

• VTG Workforce: Provide strategic and tactical direction to employees and managers; drive workforce development to create career and learning opportunities; develop hiring strategy to bring in experienced talent capable of executing the mission.
• Subcontractors: Ensure subcontractors can augment skills and experience to execute the program; enforce adherence to workshare and contractual agreements; communicate strategic direction from execution through recompete.
• VTG Leadership: Deliver programmatic reporting to executive leadership on this flagship program; drive integration across the company to leverage best practices and technology; align program execution and growth with overall VTG strategy.
• NRO Customer: Engage daily with key customer stakeholders including the Contracting Officer (CO), Contracting Officer’s Technical Representative (COTR), and Directorate-level leadership; ensure all contractual obligations are met; ensure execution supports and advances the mission.

Requirements

• Active TS/SCI with Polygraph clearance
• 15 years of experience, with relevant experience on a program or organization of comparable size and scope
• Knowledge of and experience with the NRO customer
• Bachelor’s or Master’s degree
• Ability to work on customer site, side-by-side with the customer daily
• Leadership of a team of managers who in turn manage workforce teams
• Experience directing back-office functions: contracts, security, finance, staffing, HR
• Effective integration with other Task Orders and company Program Managers
• Direct engagement with subcontractor workforce and leadership
• Track record of building future leaders and providing career development opportunities
• Demonstrated unique and creative approaches to employee engagement

Pay

VTG’s estimated starting pay range is $185,000 – $250,000 annually, a general guideline for the geographic location. Final offers consider work experience, education, skill level, market conditions, and contractual requirements, and may fall outside this range.
