Program Development Consultant

About the role

The City of Rogers is seeking an Executive Fellow to launch and scale its Pattern Zones program. This two-year fellowship will focus on integrating local builders, financing partners, and internal City workflows to support housing development on a scale that allows anyone to be a housing developer.

Responsibilities

• Work with the City of Rogers’ Community Development Department and Mayor’s Office to launch and implement the City’s Pattern Zones program and expand missing-middle housing production.
• Conduct a comprehensive listening tour with key stakeholders to understand how the Pattern Zones program is currently understood and used, as well as identify practical barriers related to site selection, financing, permitting, and coordination.
• Develop and implement strategies to reduce barriers to small-scale development, support local builders and property owners, and strengthen internal systems that enable predictable, efficient housing production.
• Clarify and align internal workflows related to intake, permitting, plan review, and communications, helping reduce friction and increase predictability for participants.
• Support early implementation efforts that build momentum and inform program refinement, including assisting with initial pilot projects, documenting user experiences, and establishing feedback mechanisms.
• Establish an Operational Pattern Zones Implementation Framework, build a Local Builder and Financing Partner Network, identify viable parcels and launch an Early Project Pipeline, and develop and pilot mechanisms to track permits issued, time to permit, project status, and participant experiences.
• Generate actionable insights to inform ongoing program refinement and produce a Year One Program Assessment and Scale Plan.
• Institutionalize a fully operational Pattern Zones Program, establish a consistent track record of housing delivery through the program, and document a scalable model that Rogers can continue to apply and adapt beyond the fellowship.

Requirements

Qualifications include:

• 15+ years of progressively responsible experience in organizational transformation and change management, from practitioner to enterprise-level leadership.
• Ability to synthesize complex information into clear and concise recommendations and action-oriented implementation plans.
• Experience developing and implementing both strategic and operational project management plans.
• Proven ability to generate innovative, data-driven, and result-oriented solutions to complex challenges.
• Quick responsiveness to changing ideas, responsibilities, expectations, trends, strategies, and other processes.
• Effective verbal and written communication skills, with a strong ability to listen and converse.
• Strong collaborative skills, fostering effective decision-making across multiple constituencies, particularly community-based relationships.
• Ability to embrace differing viewpoints and implement strategies to find common ground.
• Demonstrated confidence and professional diplomacy in interacting with individuals at all levels of various organizations.

Benefits

The Executive Fellow will receive an annual salary of $95,000, along with various health, dental, and vision insurance benefits.

Schedule

Two-year fellowship, with Year One focused on discovery, strategy development, and early implementation, and Year Two focused on scaling impact and embedding sustainable practices within City operations.
