About the role

The Program Delivery (PD) and Business Development (BD) Manager is an individual contributor reporting to the Senior Director, Program Delivery and Business Development. This role manages a portfolio of donor-funded projects that advance access to quality medicines and strengthen supply chain resilience, using best practices to ensure client/donor satisfaction. The PD/BD Manager provides day-to-day management of assigned projects, including developing workplans, deploying project management tools and processes, monitoring project activities against budgets, and drafting progress reports. Additionally, the PD/BD Manager leads the proposal development process, coordinates cross-functional teams, and ensures quality and compliant submissions in response to funding opportunities. The role also involves staying abreast of trends in global health and domestic landscapes, defining and revising project management and business development processes, and developing resources and tools for continuous improvement.

Responsibilities

  • Program Delivery (40%):
    • Manages a portfolio of donor-funded projects across global health and domestic initiatives, ensuring timely and successful implementation.
    • Leads cross-functional project management teams, including technical, M&E, and finance staff, to develop workplans, draft progress reports, and provide quality control for deliverables.
    • Proactively identifies issues/risks and facilitates resolution with appropriate management staff.
    • Develops project budgets, monitors expenditures, and prepares pipelines/projections in collaboration with Finance staff.
    • Manages consultants, vendors, and subrecipients/partners, ensuring compliance with donor rules, regulations, and USP policies.
    • Establishes and maintains effective working relationships with donors and key partners, representing USP externally at stakeholder meetings as needed.
    • Ensures good records management in accordance with USP and donor policies.
  • Business Development (40%):
    • Leads the proposal management process, including team communication, proposal calendars, scheduling reviews, and coordinating submissions.
    • Drafts proposal sections, such as organizational overviews, institutional past performance, and staff bios.
    • Proactively problem-solves business development and client engagement challenges, recommending solutions to meet USP needs.
  • Program Delivery & Business Development Tools and Processes (20%):
    • Leads continuous quality improvement of PD and BD tools, resources, and processes based on feedback and operational context.
    • Identifies and develops additional project management and business development resources and tools to support USP’s program commitments.

Requirements

  • Bachelor’s degree in International Development, Public Health, Science, or other relevant field.
  • Five (5) years of project management experience, with at least three (3) years focused on donor-funded programs (e.g., US Government funding agencies, World Bank, Global Fund, Foundations).
  • Demonstrated experience managing business development processes and establishing program management systems.
  • Monitoring and evaluation experience with donor-funded projects.
  • Strong written and verbal communication skills.
  • Ability to travel up to 25% of the time.

Preferred Qualifications

  • Master’s degree and PMP Certification.
  • Ability to work independently and manage multiple workflows while effectively managing project timelines and deliverables.
  • Knowledge of multiple donor policies and procedures, with prior management of donor-funded programs.
  • Proven skills in group facilitation, team building, and partner coordination.
  • Ability to build relationships and interact effectively with technical experts, partners, and donor agencies.
  • Prior experience working in complex environments with geographically dispersed teams.
  • Professional communication skills with colleagues and external stakeholders.
  • Fluency in French, Spanish, or Portuguese (written and verbal).
  • Excellent interpersonal and organizational skills with strong attention to detail.
  • High degree of ethics and integrity, with ability to work in cross-cultural settings.

Pay

Base Salary Range: USD $100,042.00 – $142,560.00 annually. Target Annual Bonus: Varies based on role level. Individual compensation packages are based on factors unique to each candidate’s skill set, experience, qualifications, and other job-related reasons.
