About the role
Tuvli, an Akima company, is hiring a Program Analyst II to support a U.S. Department of State client in Washington, DC. The role involves procurement and supply chain auditing for the Bureau of Diplomatic Security’s Armored Vehicle (AV) Program, including review and validation of the worldwide inventory supply chain. The analyst will analyze acquisition requests, identify procurement issues, and collaborate with customers, DS senior management, Contracting Officer, and other stakeholders.
Responsibilities
- Conduct routine to highly complex field audits in support of the Bureau of Diplomatic Security’s Armored Vehicle (AV) Program for the U.S. Department of State.
- Gather and analyze cost data for audits.
- Prepare audit documentation, including audit reports for DS senior management and customers.
- Provide technical guidance and audit recommendations to DS senior management on allowable costs, reasonableness of costs, and cost allocation incurred.
- Manage procurement projects covering procurement, contracting, auditing, and analysis for the Bureau of Diplomatic Security’s Armored Vehicle (AV) Program.
- Apply U.S. Federal Government policies and procedures to generate project information, action items, schedules, and deliverables for the procurement team and customers.
- Monitor project progress and report status to procurement management.
- Audit and analyze Department requirements to develop and refine business improvement initiatives.
- Assist the team in procurement-related activities as needed.
- Work with Cost Price Analysis and Chief Financial Officer to formulate and monitor budget plans.
- Develop innovative approaches to review procurement process effectiveness and explore logistics solutions for worldwide customers and vendors.
- Provide recommendations on all procurement-related issues, plans, reports, trainings, and metrics.
- Identify and develop standard processes that address Department’s armored vehicle (AV) acquisition program requirements.
Qualifications
- Equivalent experience to that of a GS-11/GS-12, and/or 5 years of experience in procurement, contracting, finance, or a Bachelor’s degree in a related field such as Finance/Accounting.
- Strong oral communication skills to facilitate discussions of audit issues, face-to-face entrance/exit conferences, and various presentations.
- Excellent interpersonal skills.
- Advanced problem-solving skills to resolve discrepancies.
- Strong organizational skills to plan each phase of audits and meet deadlines.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Project) and Adobe Acrobat.
- Willingness to travel up to 25 percent annually.
- Ability to obtain and maintain a Top Secret clearance (current Secret clearance preferred).

Pay
$83,000–$88,000 annually.
