About the role

This Program Analyst position is located in any GSA office. We are currently filling one vacancy, with additional vacancies potentially filled from this announcement as needed. Candidates will be considered based on the duty location(s) selected in their application.

Responsibilities

GS-07 Level

  • Under close supervision, analyze issues in assignments and apply accepted analytical techniques (e.g., task analysis, work simplification, workflow charts, workload measurement) to determine effective methodologies for meeting program goals and milestones.
  • Learn the scope of agency administrative and program activities, missions, policies, and management principles to evaluate the effectiveness and efficiency of GSA government programs.
  • Use basic qualitative and quantitative analytical techniques to research and gather narrative/statistical information, applying work methods and procedures to meet deadlines.
  • Apply basic analytical and evaluative techniques to identify and resolve procedural or factual issues under close supervision.
  • Identify and develop data required for use by higher-level analysts in program management and direction.

GS-09 Level

  • Analyze issues in assignments and apply accepted analytical techniques (e.g., task analysis, workflow charts) to determine efficient work organization.
  • Serve as an analyst to management on evaluating the effectiveness and efficiency of government programs, leveraging knowledge of agency missions, policies, and management principles.
  • Use qualitative and quantitative analytical techniques to research and gather information, ensuring timely completion of projects.
  • Apply analytical and evaluative techniques to resolve procedural or factual issues, adhering to written guidelines.
  • Identify and develop data required for program management and direction.

Requirements

  • U.S. Citizenship or National (residents of American Samoa and Swains Island).
  • Meet all eligibility criteria within 30 days of the closing date.
  • Meet time-in-grade requirements within 30 days of the closing date, if applicable.
  • Register with Selective Service if you are a male born after 12/31/1959.
  • Direct deposit of salary required.
  • Serve a one-year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 level).
  • Verify identity and work status eligibility via the Department of Homeland Security’s e-Verify system.
  • Current or former political appointees must disclose their status to the HR Office.

Qualifications

Your resume must clearly demonstrate how you meet the specialized experience described below and must not exceed two pages. Include:

  • Name, address, telephone number, email address.
  • Job title (if Federal service, provide series and grade; if not, provide GS equivalent).
  • Relevant work experience: employer name, job title, start/end dates (month/year), hours worked per week, and descriptions of how you meet the required qualifications.
  • Education, certifications, or licensures (include transcripts if required).

GS-07 Level

To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level in the Federal service, including:

  • Gathering data and applying analytical techniques to resolve issues related to business/management practices, organizational structure, or work processes.
  • Compiling and presenting data orally or in writing.
  • Interpreting and applying regulations/policies.

OR

  • Completed at least one full year of graduate-level education (18 semester hours or equivalent).
  • Superior Academic Achievement (SAA) at the baccalaureate level (e.g., upper-third class standing, GPA of 3.0+ overall or 3.5+ in major field, or membership in a national scholastic honor society).
  • Combination of graduate-level education and specialized experience.

GS-09 Level

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service, including:

  • Researching and investigating new/improved business and management practices.
  • Assisting in studies of statistical, descriptive, or evaluative information.
  • Assisting in preparing and delivering briefings to management on study findings and recommendations.

OR

  • Master’s or equivalent degree (e.g., JD) or 2 full years of progressively higher-level graduate education.
  • Combination of graduate-level education (beyond Bachelor’s) and specialized experience.

Pay

  • GS-07: Starting salary of $50,460 per year (Step 1), with locality pay determined upon selection.
  • GS-09: Starting salary of $61,722 per year (Step 1), with locality pay determined upon selection.
