Location of position: This position can be located in any GSA office. We are currently filling one vacancy. Candidates will be considered based on the duty location(s) selected in their application, and referrals will be made for specific duty locations. Responsibilities

The duties of the Program Analyst at the GS-07 include, but are not limited to the following:

  • Under close supervision and assistance as required, analyzing the issues in the assignment, then selecting and applying accepted analytical techniques such as task analysis, work simplification, workflow charts, workload measurement and management, and organizational practices to determine the most effective methodology needed to meet program goals and milestones.
  • Learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as a program analyst to management on the evaluation of the effectiveness and efficiency of GSA government programs.
  • Using basic qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned limited, conventional work/projects.
  • Under close supervision and assistance as required, applying basic analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
  • Identifying and developing data required for use by higher-level analysts in the management and direction of programs.

The duties of the Program Analyst at the GS-09 include, but are not limited to the following:

  • Analyzing the issues in the assignment, then selecting and applying accepted analytical techniques such as task analysis, work simplification, workflow charts, workload measurement and management, and organizational practices to determine the most efficient way to organize work.
  • Learning the scope and foundation of agency administrative and program activities; agency missions, policies, and objectives; and management principles and processes to serve as an analyst to management on the evaluation of the effectiveness and efficiency of government programs.
  • Using qualitative and quantitative analytical techniques to research and gather narrative and/or statistical information and applicable work methods and procedures to meet deadlines and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned work/projects.
  • Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The issues deal with readily observable conditions and written guidelines covering work methods and procedures.
  • Identifying and developing data required for use in the management and direction of programs.

Requirements

  • US Citizenship or National (Residents of American Samoa and Swains Island).
  • Meet all eligibility criteria within 30 days of the closing date.
  • Meet time-in-grade within 30 days of the closing date, if applicable.
  • Register with Selective Service if you are a male born after 12/31/1959.
  • Direct Deposit of salary check to financial organization required.
  • If selected, serve a one-year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee using the Department of Homeland Security’s e-Verify system.
  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers. If you are currently or have been within the last 5 years a political Schedule A, Schedule C, or Non-Career SES employee in the Executive Branch, you must disclose this information.

Qualifications

To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Your resume must not exceed two pages. Include the following information:

  • Name, address, telephone number, email address.
  • Job Title (if Federal Service, provide series and grade; if not in GS plan, provide GS equivalent grade).
  • Relevant work experience—should include employer name, job title, start and end dates (month/year), the number of hours worked per week, and descriptions that explain how you meet the required qualifications in the job announcement.
  • Education, certifications, or licensures—include required information and any required documents like transcripts.

For the GS-07 level, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience includes:

  • Gathering data and applying analytical and evaluative techniques to identify and resolve issues/problems relating to business and management practices and procedures, organizational structure, and/or work processes.
  • Compiling and presenting data orally and/or in writing.
  • Interpreting and applying regulations and/or policies.

Alternatively, you may qualify through:

  • Education: Completed at least one full year of graduate-level education (18 semester hours or the equivalent).
  • Superior Academic Achievement (SAA) at the baccalaureate level, which includes:
    • Class standing in the upper third of your graduating class.
    • Grade-point average (GPA) of 3.0 or higher out of 4.0 ("B" or better) based on your overall coursework, final 2 years, or courses in your major.
    • GPA of 3.5 or higher out of 4.0 ("B+" or better) based on required courses in your major or during the final 2 years.
    • Election to membership in a national scholastic honor society listed by the Association of College Honor Societies.
  • Combination of Education and Experience: A combination of graduate-level education and appropriate specialized experience.

For the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience includes:

  • Researching and investigating new and improved business and management practices.
  • Assisting in conducting studies of statistical, descriptive, or evaluative information, materials, and data.
  • Assisting in the preparation and delivery of briefings to management and/or senior staff employees on study findings and recommendations.

Alternatively, you may qualify through:

  • Education: Master’s or equivalent graduate degree (e.g., JD) or 2 full years of progressively higher-level graduate education leading to such a degree.
  • Combination of Education and Experience: A combination of graduate-level education (beyond the Bachelor's Degree) and specialized experience.

Pay

The GS-07 salary range starts at $50,460 per year. Locality pay will be determined upon selection. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

The GS-09 salary range starts at $61,722 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
