About the role

The Senior Program Analyst supports the F-35 Joint Strike Fighter Program Office (JPO) Directorate of Acquisition and Affordability (DA&A). They manage JPO functions as they relate to business operations, foreign compliance, process improvement, affordability, requirements, and acquisition.

Responsibilities

  • Attend and/or administer F-35 technical meetings (virtual and site meetings).
  • Provide data recording and analysis of F-35 configuration.
  • Develop written guidance and procedures for file management in accordance with AFI.
  • Provide other deliverables as directed by the CM Government Lead.
  • Provides detailed documentation management of the F-35.
  • Review and provide analysis of air system change management to include modifications, action requests (AR), software problem and anomaly report (SPAR), deficiency report (DR) and change requests (CR) and track as they progress through contractor and government approval boards.
  • Affirm Systems Engineer in the analysis of all contractor provided design documentation.
  • Supports and manages the coordination of these actions with USAF agencies to develop a single service position to the Joint Strike Fighter Program Office (JSFPO).
  • Support preparation of both Unclassified and Classified F-35 briefings to General Officer level USAF stakeholders as directed by the Government Lead.
  • Review and comment on JPO databases to include CMPro.
  • Develop and maintain file management system for historical tracking in accordance with AFI.

Requirements

  • Minimum 2 days per week onsite support at the F-35 Joint Program Office (JPO) at Crystal City, VA.
  • Active DoD Secret Security clearance.
  • Bachelor’s degree and a minimum 4 years out of 6 years of recent work experience related to international acquisition programs.
  • Associates degree and 4 years of recent work experience related to international acquisition programs.
  • Experience in defense acquisition program management related to weapon systems acquisition and life cycle management.
  • Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
  • Demonstrated experience in the development, management and execution of international cooperative projects/programs.
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment.
  • The ability to travel up to 10%.

Qualifications

  • Ability to provide onsite support at the F-35 Joint Program Office (JPO) at Crystal City, VA a minimum of 2 days per week, each week.
  • Experience in creating products and working in Microsoft Office Suite - Microsoft Word, Microsoft Excel (data types, formulas, and functions in the workbooks), Microsoft Powerpoint, Microsoft Outlook, and Microsoft TEAMS.
  • Experience in Configuration Management including: Evaluating Major Variance Requests, Specification Change Notices, Engineering Change Requests/Proposals, Manufacturing Build Records, Sustainment as Maintained Records and other documents.
  • Experience in CMPro.
