About the Role
The Program Analyst will support the F-35 Joint Program Office at Wright Patterson Air Force Base, OH. The JPO manages the F-35 Lightning II, overseeing its development, delivery, and sustainment for multiple branches and international partners.
Responsibilities
- Support the development and implementation of performance management measures and metrics, including setting targets and assessing progress against the Strategic Plan or other directed areas.
- Maintain and develop new performance metrics and targets, ensuring relevancy to the desired performance end state.
- Develop and coordinate metrics and tools for performance measurement, including business rules for data collection and calculations.
- Routinely review and analyze existing business rules to ensure they align with the desired performance goals.
- Provide support for Acquisition Sustainment Reviews, Congressional inquiries, and CAT activities.
- Perform duties of an Action Officer, preparing briefings, analyzing TMT suspense responses, and formulating recommendations.
- Respond to taskers promptly, identifying problems, analyzing them, and recommending solutions.
- Assist with program management, interacting with lateral organizations or external agencies as needed.
- Use statistical techniques to perform leading indicator analyses and predictive forecasting, including moving averages, exponential smoothing, regression analysis, and Box-Jenkins methods.
- Aid in the preparation and review of correspondence for internal/external briefings and reports.
- Train RSP PEG and two-letter action officers on TMT and assist with technical aspects of the system.
- Manage and track civilian and military decoration programs, coordinating with the Directorate of Personnel Awards Monitor.
- Utilize NIPRNET and SIPRNET for email communication and manage responses to higher headquarters or Congressional inquiries.
- Support the development and compilation of directorate-level inputs for taskings, ensuring accurate and timely responses.
- Assist in the management and tracking of the center's MS SharePoint document library and update/retrieve information as needed.
Requirements
- Clearance: Secret or ability to obtain a Secret
- Education: MA/MS with 10 years of relevant experience, or BA/BS with 18 years of relevant experience, or 22 years of relevant experience
Qualifications
- Knowledge of statistical data analysis, modeling, simulation, optimization, and analytical capability
- Experience with performance management measures and metrics
- Ability to develop and maintain business rules for metrics data collection
- Proficiency in forecasting techniques and tools
