About the role

The Program Analyst consolidates - analyzes - prepares - and presents data from all Specialty Care programs. The employee partners with other integrated clinical communities and recommends and coordinates program and process improvements by influencing decisions across the functions of Specialty Care.

Responsibilities

  • Analyze management techniques - processes - systems - and styles for improvement of organizational effectiveness
  • Perform cost-benefit or economic evaluations of current or projected programs
  • Conduct cost effectiveness studies for clinical or administrative programs
  • Extract and assemble information - conduct analysis - and develop reports and presentations
  • Evaluate results of audits - performance improvement - sustainability - inspections - and forwards action items to the responsible organization
  • Provide data to management to permit data-based informative decision making
  • Collaborate with and influence processes via personal communication with contacts of each service
  • Maintain and establish working relationships and public relations with other integrated care communities within the Health Care System
  • Provide technical advice and assistance to other Program Analysts
  • Plan and coordinate meetings and events
  • Prepare communications for employees and outside contacts
  • Performs other duties as assigned

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 07/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must qualify based on your experience and/or education as described below:

Specialized Experience

  • Interpreting policies and guidelines in support of health care systems
  • Analyzing the effectiveness/efficiency of administrative or technical programs through collection of data
  • Compiling reports for review at various levels of leadership
  • Performing cost analysis for projects or programs
  • Delivering briefings to managers based on findings

Education

  • To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D. - if related that demonstrates the knowledge - skills - and abilities necessary to do the work of this position.
  • To qualify based on combination of education and experience - you must have a combination of specialized experience and graduate education beyond the first year (18 semester hours).

Physical Requirements

You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. The work is primarily sedentary - although some slight - physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. Travel between campuses may be required and occasional travel outside of the Minneapolis VA health care system may also be required.
