PROGRAM ANALYST

Position Description You will serve as a Program Analyst in the Acquisition Support & Analysis Division, Cost & Acquisition Analysis Department of NAVAIRWARCENWPNDIV CHINA LAKE. Position Duties/Responsibilities You will coordinate the development of acquisition packages, including authoring Statements of Work/Performance Work Statements, generating Independent Government Cost Estimates, and directing pre-award source selections and proposal evaluations.You will oversee and manage contract financial execution, strategically tracking funding levels against contract ceilings to prevent overruns, auditing complex contractor invoices, and identifying and resolving billing discrepancies.You will direct contractor performance surveillance, establishing and managing Quality Assurance Surveillance Plans (QASPs) and authoring authoritative performance reviews for the Contractor Performance Assessment Reporting System (CPARS).You will govern the review, validation, and official acceptance of highly complex contract deliverables, ensuring strict conformance with technical requirements and command standards on behalf of the government.You will act as a team leader and mentor, translating organizational goals into actions, distributing and balancing workloads among team members, and coaching junior program analysts and future CORs on acquisition guidelines and training.
