Program Analyst
About the role
StraCon Services Group, LLC is seeking a Program Management Analyst in Patuxent River, MD. The Program Management Analyst will provide critical program management coordination, financial, and analytical support to a NAVAIR program office in Patuxent River, MD. This role involves complex program initiatives, managing budgets, and collaborating with stakeholders, including international partners, government agencies, and industry leaders.
Responsibilities
- Develop, refine, and maintain core program documentation, including acquisition strategies, milestone plans, Statements of Need, Cost Estimates, Integrated Government Schedules (IGS), and program briefings to ensure alignment with program objectives and compliance with Department of Defense (DoD) policies.
- Provide responsive data, analysis, and information to support inquiries, decision-making, and the development of Strategic Plan artifacts, ensuring informed and effective program management.
- Track program accuracy, suspense dates, and task completion within the Rapid Prototyping/Middle Tier Acquisition framework, assessing inputs, identifying risks or issues, and coordinating execution and completion reporting to maintain program performance and productivity.
- Conduct research, gather data, and deliver analytical insights to inform recommendations, enhance program planning, and support the achievement of strategic objectives.
- Utilize tools such as Acquisition Program Health Management (APHM) and Acquisition Management System (AMS) to assist PMA IPT Leadership in managing Advanced Development program activities and ensuring effective execution.
- Advise and coordinate cross-organization teams composed of subject matter experts, industry partners, and PMA stakeholders to ensure alignment of technical objectives, deliverables, and program milestones.
- Develop, and manage spend plans ensuring proper allocation of resources and alignment with program objectives providing recommendations to PMA IPT leadership on cost execution towards plan and emergent requirements.
- Communicate to and coordinate approved addressment plans from PMA IPT leadership concerning risk, issues, and opportunities on current and anticipated programs/projects.
- Track budget obligations, invoicing, and expenditures to ensure accurate financial reporting and compliance with fiscal policies.
- Develop and manage visualization tools, such as dashboards and reports, to support clear communication, enhance program understanding, and facilitate stakeholder engagement.
- Collaborate with Joint Program Office partners, including the Royal Australian Navy, to develop budget requests, reporting, and strengthen international partnerships.
- Ensure compliance with fiscal law, DoD regulations, and program objectives while safeguarding continuity during critical activities, such as government shutdowns.
Requirements
- A minimum of three (3) or more years of professional experience performing duties described above.
- Proven ability to lead and manage complex program initiatives, including coordination of multi-disciplinary teams and stakeholders.
- Proficiency in developing and managing budgets, financial tracking systems, and expenditure plans to ensure alignment with program objectives.
- Demonstrated expertise in technical writing, including the creation of acquisition strategies, Statements of Need, milestone plans, program briefings, and other core program documentation to support effective communication and decision-making.
- Familiarity with Other Transaction Authority (OTA) agreements, acquisition strategies, and program documentation (e.g., SOWs, IGS, Statements of Need).
- Strong knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, etc.).
Qualifications
- Require Ents BA/BS Degree.
- Allowable Substitutions for a Bachelor's Degree: Associate Degree plus two (2) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Bachelors Degree.
- Four (4) years additional work experience, beyond the required experience outlined for the particular labor category, performing duties described in the functional description of the labor category may be substituted for a Bachelors Degree.
Skills
- Experience with acquisition strategies, Statements of Need, milestone plans, and program documentation.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, etc.).

Benefits
The estimated base salary range for this position is $70,000.00 - $112,000.00. The offered rate will be based on the selected candidates level of knowledge, education, experience and skill sets. The estimated base salary range for this position is $70,000.00 - $112,000.00.
