PROGRAM ANALYST
About the role
The position is open to current permanent employees of UIC 62536, DoD Military Spouse Preference (MSP) eligibles, DoD Military Reserve (MR) and National Guard (NG) Technician Preference eligibles, DoD Retained Grade Preference eligibles, and VEOA eligibles.
Responsibilities
- Maintain and load control information on all projects into appropriate systems of record.
- Analyze data in systems of record to determine reasons for cost overruns on project designs.
- Perform studies, analyses, and recommend improvements to operating methods and initiate procedures to enhance the effectiveness and economy of the PDC Directorate.
- Monitor budget execution progress and analyze any variances that occur in obligations or expenditure of funds to assure that funds are properly allocated and spent in a timely manner following management objectives.
- Troubleshoot existing reports to improve the accuracy and reliability of these reports in coordination with appropriate systems of record.
Requirements
Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
Qualifications
- At least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector, demonstrating the following:
- Experience analyzing, evaluating, and improving complex programs, processes, or organizational operations, including identifying issues, developing recommendations, and implementing solutions;
- Ability to conduct qualitative and quantitative analysis, including researching, interpreting, and presenting data from multiple sources to support management decisions and program execution;
- Understanding of Appropriations Law and project funding execution;
- Skill in preparing and presenting reports, briefings, issue papers, correspondence, and executive-level recommendations on programmatic, financial, and operational matters.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Possess a completed Ph.D. or equivalent doctoral degree
- Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
- Have successfully completed an LL.M. degree that is related to the position being filled
- Have a combination of experience and graduate education as described above that equates to one year of experience.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
