Program Analyst
About the role
This position is located in the Drug Enforcement Administration (DEA), Information Systems Division (TC), Business Program Management Section (TGB), Arlington, VA.
Responsibilities
- Analyzes and validates complex cost data, assesses resource requirements, and ensures proper audit trail of funds usage.
- Performs program data analysis to assess the overall financial status of programs, including the obligation and expenditure of funds, in combination with IT program progress, performance, and potential concerns or issues.
- Writes IT Governance guidelines, frameworks, playbooks, and associated templates/documents intended to be interpreted and applied broadly, proving guidance on planning, programming, and IT Investment Management (ITIM).
- Collaborates with peers and project managers to report to senior managers on the status of fiscal resources and future requirements.
- Possess advanced user-level expertise in tools such as Microsoft SharePoint, PowerPoint, Excel, MS Project, MS PowerBI, and others.
- writes or updates policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation of information technology systems and subsystems.
- Assists the unit chief in determining resource requirements and recommend resource allocations based on priorities and needs, utilizing tools such as Project Schedule, Excel, and others.
Requirements
As a Program Analyst, your typical work assignments may include:

Qualifications
Applicants applying for the GS-12 must meet one of the following requirements:
- Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-11 grade level.
- Assisting with managing principles and practices along with a knowledge of planning, programming, and procurement regulations, guidelines and process;
- Assisting and updating standard and non-major investments, major IT business cases, portfolio stats, internal use software (IUS), and other programming and budget documentation;
- Assisting in complex cost data, assesses resource requirements and ensures proper audit trail funds usage.
Qualifications for GS-13
- Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level.
- Managing principles and practices along with a knowledge of planning, programming, and procurement regulations, guidelines and process;
- Updating standard and non-major investments, major IT business cases, portfolio stats, internal use software (IUS), and other programming and budget documentation;
- Analyzing complex cost data, assesses resource requirements and ensures proper audit trail funds usage.
