About the role

The Office of Community Support Services (OCSS) helps low‑income families by offering programs that reduce energy costs, improve home efficiency, and provide financial assistance. These programs include the Home Energy Assistance Program (HEAP), the Percentage of Income Payment Plan (PIPP), the Electric Partnership Program (EPP), the Home Weatherization Assistance Program (HWAP), and the Community Services Block Grant (CSBG).

Responsibilities

  • Ensure programs follow all state and federal requirements while analyzing and evaluating policies, procedures, and operations.
  • Represent OCSS leadership in meetings with state, federal, and community agencies, speaking on policy matters and providing information to stakeholders, including Community Action Agencies and government officials.
  • Coordinate and schedule leadership meetings, prepare agendas, gather materials, and organize internal and external trainings.
  • Oversee budget development, tracking, and monitoring for OCSS; act as the primary liaison with the Office of Fiscal and Monitoring Services.
  • Prepare and review budget documents, expenditure reports, and funding requests; support audits and fiscal reviews by gathering documentation and responding to inquiries.
  • Serve as the main contact for OEBS to coordinate staffing needs, recruitment, onboarding, performance management timelines, and workforce data tracking.
  • Partner with Labor Relations on employee relations matters by gathering information and supporting resolution efforts.
  • Facilitate training and professional development opportunities in collaboration with Training and Educational Services.
  • Lead special projects that support strategic initiatives, coordinating timelines, deliverables, communication, and project documentation.
  • Collaborate with internal and external stakeholders to ensure project tasks are completed successfully and on schedule.
  • Perform additional administrative and operational duties such as attending meetings, traveling for conferences and trainings, maintaining records, and producing correspondence or reports.
  • Provide program direction for the Office of Community Support Services, acting on behalf of the Deputy Director and leading staff, Section Chiefs, and Managers.

Requirements

  • Option 1: Completion of undergraduate core program in business administration, management, or public administration; 36 months training or 36 months experience in supervisory, administrative and/or managerial position.
  • Option 2: Completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 months training or 36 months experience in supervisory, administrative, managerial and/or staff position involving planning, research and/or policy/procedure development.
  • Option 3: 5 years training or 5 years experience in business administration, management, or public administration.
  • Option 4: 1 year experience as Program Administrator 2, 63123.
  • Option 5: The equivalent of Minimum Class Qualifications For Employment noted above.

Pay

This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 14. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $40.40 per hour). With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year.

  • Step 1: $40.40 hourly / $84,032 annually
  • Step 2: $42.70 hourly / $88,816 annually
  • Step 3: $44.99 hourly / $93,579 annually
  • Step 4: $47.43 hourly / $98,654 annually
  • Step 5: $50.12 hourly / $104,250 annually
  • Step 6: $52.90 hourly / $110,032 annually
  • Step 7: $55.09 hourly / $114,587 annually
  • Step 8: $57.67 hourly / $119,954 annually

Schedule

  • Full-time
  • Standard workdays are Monday through Friday
  • Hours are between 7:00 a.m. and 6:00 p.m.
  • Occasional travel within the state of Ohio
  • Headquartered at James A. Rhodes State Office Tower, 30 E. Broad Street, Columbus, OH 43215
