Duties
- Demonstrate experience from positions that show the ability to accomplish program objectives for development, production, and sustainment to meet the user's operational needs.
- Direct and manage comprehensive acquisition program plans to ensure fulfillment of requirements, fiscal adequacy, and planned progress.
- Implement and manage program(s) against DoW acquisition policies and guidance.
- Apply knowledge of legislation, regulations, and methods used in program management, as well as business and industry practices, sources of supply, cost and quality factors, and requirements characteristics.
- Convey competencies and skills required for the leadership and management of acquisition programs, and participate in or manage key acquisition activities across the spectrum of the DoW acquisition system framework/phases.
- Demonstrate expertise in areas including but not limited to Planning, Controlling, Organizing & Staffing, Communicating, and managing Deliverables and Documentation.
- Understand the DoW acquisition system and topics such as acquisition program baseline, configuration management, contract management, Cost Analysis Requirements Description, earned value management, financial management, integrated master schedule, life cycle sustainment plan, production, quality and manufacturing, risk management, software management, stakeholder management, technology development strategy, and test and evaluation.
- Create and/or deliver learning assets and content as needed, and coordinate with partner divisions that manage related curriculum or control the university's processes and tools.
- Stay abreast of changes and trends in the primary functional area, continuously researching, gaining, and sharing knowledge in federal communities of practice.
- Focus on the needs of the customer in a modern learning and business environment subject to continual change with respect to platforms, networks, and delivery.
Qualifications
- 10+ years of experience in defense acquisition, with preference for having served as a Product Manager and/or Project Manager.
- Experience with modern acquisition approaches including Middle Tier of Acquisition (MTA), Other Transactions Authority (OTA), Agile software development, and the Software Acquisition Pathway.
- Experience in Planning, Programming, Budgeting, and Execution (PPBE) is strongly preferred.
- Experience with International and Foreign Military Sales is strongly preferred.
- Experience working in the Defense Industry sector is strongly preferred.
- Experience working in a PEO/PAE organization is strongly preferred.
