About the role

Works under general direction of senior level management. Manages and mentors project leads and/or technical staff. Collaborates on key decisions and informs leadership and management of technical implications/requirements. Ensures processes and functions are completed and meet the stakeholder’s vision.

Responsibilities

  • Serve as the functional liaison between Federal Agency stakeholders and Agile delivery teams supporting a cloud-hosted enterprise digital services platform.
  • Translate mission needs, operational workflows, and stakeholder input into actionable user stories, acceptance criteria, and prioritized backlog items.
  • Collaborate with engineering, UX, data, and operations teams to ensure requirements are clearly defined and aligned with technical delivery plans.
  • Facilitate backlog refinement, sprint planning support, and coordination of development priorities with program leadership.
  • Support user experience improvements by collecting stakeholder feedback, analyzing platform usage patterns, and identifying opportunities to improve digital services.
  • Cook up with program leadership to ensure development priorities align with mission objectives and operational needs.
  • Manage and mentor project leads and/or technical staff.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Interviews, hires, trains, and appraises performance of employees.
  • Plans, assigns, directs, and coordinates work.
  • Appraises performance and rewards/disciplines employees.
  • Addresses complaints and resolves problems.

Requirements

  • Bachelor’s degree in Business Administration, Information Technology, Information Systems, Computer Science, or a related field.
  • Eight (8) or more years of experience supporting federal IT programs, enterprise digital platforms, or mission applications.
  • Minimum of four (4) years of experience in personnel management, matrixed team leadership, or project/program management involving coordination and oversight of work across geographically dispersed teams.
  • Demonstrated experience gathering and translating stakeholder requirements into user stories, functional specifications, or technical requirements.
  • Experience working within Agile delivery environments and supporting backlog management and sprint planning activities.
  • Experience supporting testing and validation activities including user acceptance testing or requirements verification.
  • Strong communication and organizational skills with the ability to bridge business needs and technical implementation.
  • Ability to coordinate across technical teams, program leadership, and stakeholders to ensure clear understanding of requirements and priorities.

Qualifications

  • Familiarity with DevSecOps delivery environments and Agile development tools.

  • Experience supporting programs involving multiple stakeholder organizations or distributed user communities.
  • Military spouse.
