About the Role
This position provides supervision of Procurement Officers at the Baltimore City Department of Social Services procurement unit. The role involves acquiring required goods and services to support the agency’s goals while ensuring compliance with all Federal and State procurement laws, policies, and regulations.
Responsibilities
- Supervise the processing of special orders and contracts from development to execution, including participation on the Integrated Project Management (IPM) team to develop specifications, identify MBE sub-contracting opportunities, and recommend MBE sub-contract goals.
- Oversee staff in the purchasing of commodities and services in accordance with State Laws and regulations (C.O.M.A.R, Title 21 & State Finance & Procurement Article).
- Conduct detailed reviews of requisitions and purchase orders prior to formal approval in ADPICS (Advanced Purchasing Inventory Control System).
- Ensure budgetary expenditure control codes are provided by the Budget Office before processing and approving requisitions and purchase orders.
- Attend meetings to stay informed of updates on contract/procurement processing procedures, changes in procurement law, DHS practices, and refine BCDSS procurement procedures as regulated by COMAR, State Finance and Procurement Articles, Board of Public Works Advisories, Governor’s Office of Minority Affairs, and DHS procedures.
Requirements
- Experience: Seven years of experience, including three years in contract management or procurement involving duties such as soliciting, evaluating, negotiating, and awarding contracts, and ensuring compliance with governmental procurement laws, regulations, and conditions. An additional four years of professional contract management or procurement experience is required.
- Candidates may substitute certification as a:
- Certified Public Manager (National Association of Purchasing Management),
- Certified Professional Contracts Manager (National Contract Management Association), or
- Certified Public Purchasing Officer or Certified Professional Public Buyer (Universal Public Purchasing Certification Council)
- Candidates may substitute a Bachelor’s degree from an accredited college or university and three years of contract management or procurement experience for the required experience.
- Candidates may substitute additional graduate education (thirty credit hours per year) for up to five years of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, or logistics specialist classifications, or administrative support specialty codes in procurement or financial management fields on a year-for-year basis for the required experience.
Preferred Qualifications
- One year of experience supervising staff.
- One year of experience as a procurement officer at a State agency.
- One year of experience using Microsoft products, eMaryland Marketplace Advantage (eMMA), and Financial Management Information Systems (FMIS).
Licenses and Certifications
- Employees in this classification may be required to possess a valid Maryland motor vehicle operator’s license if assigned duties involving the operation of a motor vehicle.
- Employees must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
