Procurement Officer II
The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process.
About the role
A Procurement Officer II is the full performance level of professional work for the Office of State Procurement (within the Department of General Services), in agency procurement sourcing and award activities. Employees in this classification provide agency procurement technical interpretation, instruction, guidance, and assistance in accordance with State laws and regulations. Employees in this classification do not supervise other lower-level Procurement Officer positions but may supervise clerical and support staff. Employees receive general supervision from a Procurement Manager I or other designated administrator.
This recruitment will be used to fill multiple vacancies within the agency at the following locations:
- Baltimore State Office Complex, 301 W. Preston Street, Baltimore, MD 21201
- Annapolis State Office Complex, 45 Calvert Street, Annapolis, MD 21401
Responsibilities
- Manages the advertisement of procurement opportunities, distributes specifications to vendors, conducts vendor conferences, receives and secures bids or proposals, oversees the evaluation process, and contract award.
- Develops contract specifications, including performance and acceptance standards, payment terms, contract management elements, contract modifications, contract renewals, and advertisement requirements in accordance with State procurement procedures, laws, and regulations for the procurement of all necessary supplies and services.
- Conducts pre-bid/pre-proposal conferences, site inspections, explains procurement requirements, establishes procurement procedures, and schedules, participates in, and conducts offerors’ discussions and contract negotiations.
- Conducts bid openings for competitive procurements to determine whether offerors are qualified to be selected for award and may recommend proposals for awards.
- Examines bid proposals to determine issues of responsiveness and responsibility and the need for additional information.
Requirements
Experience: Six years of experience, two years of which must be in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions, plus an additional four years of professional contract management or professional procurement experience.
Substitution Notes:
- Candidates may substitute certification as a Certified Public Manager (National Association of Purchasing Management), Certified Professional Contracts Manager (National Contract Management Association), Certified Public Purchasing Officer, or Certified Professional Public Buyer (Universal Public Purchasing Certification Council) for the additional four years of required experience.
- Candidates may substitute a Bachelor’s degree from an accredited college or university plus two years of experience in contract management or procurement for the required experience.
- Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year for five years of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management, or logistics specialist classifications or administrative support specialty codes in procurement or financial management fields on a year-for-year basis for the required experience.
Qualifications
Preferred Qualifications:
- Experience at a Maryland State agency as a procurement officer.
- Control agency procurement experience, preferably in Information Technology, Professional Services, and AE/Construction.
- Experience with FMIS, EMMA, Google Suite, and Microsoft Office Suite.
Licenses, Registrations, and Certifications:
- Employees in this classification may be assigned duties requiring the operation of a motor vehicle and must possess a valid motor vehicle operator’s license in the State of Maryland.
- Employees must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
